Regime announces new measures for the import and sale of vehicles

MIAMI, United States. – The Minister of Transportation of the Cuban regime, Eduardo Rodríguez Dávila, He specified this Monday the measures related to the importation and marketing of vehicles announced by the Prime Minister of the Island, Manuel Marrero Cruzat the last session of the National Assembly of People’s Power.

Before the deputies, the prime minister of the Cuban regime indicated that “the importation and commercialization of vehicles in convertible currencies was maintained and the sales prices were adjusted so that they did not vary if the buyer was a legal or natural person,” the minister of Transport of the island.

However, he also specified that, for individuals, “prices will be lower than current ones.” Also, tariffs, customs services and taxes will be in convertible currencies.

One of the most important measures is the authorization for the transfer of property between natural and legal persons, “except for foreign diplomatic persons that have a special regime.” State legal persons will need authorization from the Minister council to transfer ownership to a non-state entity.

In addition, according to Rodríguez Dávila, vehicles in good technical condition that remain available on the Cuban market will be sold in national currency, including those that finish their exploitation in the tourism sector. This measure will be carried out “in accordance with different priorities in the context of the Economic Plan,” said the Minister of Transport.

The Government has also adjusted and generalized the special tax on the sale of vehicles. This tax will vary “from 35% of the total value of the sale in convertible currency, in the case of high-end vehicles, to not applying it when it comes to electric vehicles assembled in Cuba.”

A progressive tax in convertible currency has also been established for the number of vehicles that a natural person or legal entity acquires, starting with the third vehicle. “Using this method, a natural person or legal entity can acquire up to six vehicles in five years,” said the minister of the sector.

Rodríguez Dávila announced that the one-time importation of vehicles is authorized for persons on official missions abroad, according to the conditions established by their relevant agencies. The direct importation of electric mopeds and motorcycles is also maintained under current conditions, and the direct importation of mopeds and motorcycles with internal combustion engines or low-displacement hybrids is authorized.

In addition, the direct import of electric tricycles with a capacity of more than two seats or with a load capacity will be permitted. Marketing by replacement in CUP The sale of entire vehicles that are technically unavailable for tourist rental will also be permitted, provided that they can be recovered by interested buyers.

According to Rodríguez Dávila, the balance corresponding to taxes and tariffs collected as a result of this policy will be part of a fund managed by the Ministry of Transport, intended for the “recovery and development of public transport and its infrastructure.”

For his part, Prime Minister Marrero Cruz stressed that the update of this policy “will facilitate access by people with the capacity to do so to different alternatives to meet their mobility needs using their own resources.”

According to Cuban authorities, this measure responds to requests from the population in recent years and will contribute to “modernizing vehicles in the country, achieving greater road safety, stimulating national production and assembly, and encouraging greater use of vehicles with clean energy.”
