Eficcop accuses Castañeda of having offered Colonels Harvey Colchado and Walter Lozano favors in their careers as police officers in exchange for interceding so that the prosecutor’s office would file the case of Nicanor Boluarte or refer it to a common anti-corruption prosecutor’s office.
