It’s Sunday, July 28th, Dina Boluarte sand will appear before the court for the second time Congress of the republic to give her presidential speech for Fiestas Patrias. During an official activity, the president indicated that she would give an account of the last year of her administration.
It is true that Boluarte Zegarra arrives politically weakened, involved in various complaints and investigations against himand facing the Public Prosecutor’s Office and the Judiciary.
Although recently The president returned from a state visit to ChinaThe constant clashes between the powers of the State, the anti-democratic reforms of Congress and the unfortunate interventions of the Foreign Ministry have damaged Peru’s image at the international level.
That is why experts in politics and international relations are analyzing the points that Boluarte Zegarra should address on July 28 to try to counteract the negative image that Peru has in the international community.
Dina Boluarte must give a short message
Political scientist Luis Fernando Nunes said that the message that President Dina Boluarte will give a speech to Congress It should be short. As we recall, in 2023, the president’s speech lasted just over three hours.
The expert explains that the central theme that the head of state must be developed is about the fight against citizen insecurity, since with a clear strategy on this problem, businessmen will consider the possibility of investing in Peru.
Nunes recalled that in her speech last year, the president did refer to the issue of citizen security; however, she failed to reduce crime rates.
Furthermore, the Interior portfolio, which is the institution in charge of implementing the strategy against crime, has been one of the most unstable in his cabinet, with six ministers during his administration.
“Economic recovery. Growing between 2.5 and 5% is not enough for us. Peru was used to growing between 7 and 8%. And then, to continue something that I do recognize, is that through the Foreign Ministry, it has been able to create a climate of trust so that investors come. I think that investors from China will come, not only for the port, and I think that we can cultivate other important commercial spaces so that they come to invest here,” he said.
Regarding changes within the cabinet, Nunes said that what is needed are ministers who build a closer relationship with citizens and are not just “the president’s squires.”
Dina Boluarte must make changes in foreign policy
For his part, the internationalist and former Minister of Foreign Affairs, Miguel Ángel Rodríguez Mackay, considered that Dina Boluarte should do a “reengineering” in her handling of foreign policy.
“There should be a re-engineering of foreign policy and its laboratory, that is, the Ministry of Foreign Affairs. The mistakes made in the last year have been glaring,” he said.
Rodríguez Mackay referred to the incident with Mexico and the visa request for Peruvians; as a measure of reciprocity, Peru implemented the same, but backed off.
“The request for reciprocity with Mexico. Once Mexico imposed visa requirements on us to enter its country, we retreated and this retreat shows us as a weak country, a country that does not know how to value itself, does not know how to love itself and does not know how to have dignity,” he said.
About Dina Boluarte’s trip to China, He indicated that the results will only be seen once the Chinese president, Xi Jinping, visits Peru.
“We cannot yet measure the results because Xi Jinping will have to come to Peru to reap the reciprocity. In other words, Peru is going to China, with its president and a small delegation, and we do not know anything beyond the signing of some agreements. (…) But we will only know that when Xi Jinping comes, then we will make a complete assessment,” he added.
