Peasant Workers confirm the holding of the MAS Congress

The general secretary of the Single Trade Union Confederation of Peasant Workers of Bolivia (Csutcb), Mario Seña, stated that the observations made by the TSE They will be amended until this Tuesday and confirmed the holding of the congress, but also questioned “too superficial analysis” of the Chamber Secretariat and the lack of seriousness of the electoral entity because, he stated, “everything required was complied with.”

“Unfortunately they have too superficial an analysis, here is clarity: The national leadership and the Supreme Electoral Tribunal want to outlaw the Political Instrument“, he denounced Sign.

Faced with this scenario, Seña announced that all social organizations will take a position and “what they decide, what they determine, will be followed.”

“We are not the ones to say what (actions) we are going to take, but if we are violated in our political rights, rights of indigenous peoplesIn fact, they are going to assume some responsibilities and decisions that I hope, later, they will not regret.”he warned in statements to Panamericana radio.

What were the TSE’s observations at the MAS congress?

The first points out that “the request for supervision does not comply with article 8 of the Regulation for the Supervision of Political Organizations in relation to the legitimate representation of the political organization, since the Supreme Electoral Tribunal “has registered the citizens Diego Jiménez Guachalla and Nelvin Siñani Condori, as national political delegates of the MAS – IPSP”.

Second, “The request does not comply with article 8 of the regulations, in relation to the request for supervision being presented within a period of 15 days in advance of the election of its leaders”.

Third, “the request does not comply with article 7 of the regulations referring to:
regulation or specific regulation issued within the framework of the Organic Statute linked to the application. And the call, agenda and electoral calendar published in the media at least 15 days in advance, signed by the competent authority., which contains the following data: details of the dates of the national, regional, departmental and municipal electoral act, as appropriate. Participation requirements, according to its Organic Statute. Requirements for applying for positions to be elected. Choice mode. Address of where the organic event will take place and reference data.”

And finally, “the call does not accredit compliance with article 13 of the Organic Statute of the MAS-IPSP, which provides: ‘the Ordinary National Congress will meet every two years, will be publicly convened, with a maximum period of 90 days and a minimum of 60 days before its completion, by the National Directorate of the MAS-IPSP, according to the agenda, after consensus with the national parent organizations.'”

How do the Supreme Electoral Tribunal respond?

In this regard, the member of the TSE Tahuichi Tahuichi stated that The Electoral Tribunal does not intend to proscribe any political organization, but that they comply with their internal statutes and the law.

In the case of the MAS, he explained that “there is a vicious circle of non-compliance” with article 13 of its statute, which orders that the call for a congress must be issued after consensus between the national leadership of the MAS and the founding social organizations.

He also emphasized that they must sign the call the 14 members of the National Directorate of the MAS and not just one part, as happened in the case of the Unity Pact and in the request made by the followers of Evo Morales to supervise the congress that he called for July 10 in Villa TunarYo.
