It is a kind of monarchy, which could be called “constitutional” if they respected the constitution, but which allows both characters to maintain their powers in a very clear division of functions.
The coca grower continues to command justice, the Armed Forces and the Police, in addition to retaining his role as the true “tsar” of coca and its derivatives. He has ordered that Mrs. Áñez be sentenced, and “justice” will do so, he has arranged which colonels should be promoted to generals, even the dumbest of their promotions, and also which generals should cease to be generals. And so it is being done, although in the case of the new generals the bread is burning on the oven door due to the indignation of the officers.
Now, the country has 18 new generals, chosen by the finger of the “boss”, although their names are not fully known because they were approved in a clandestine session of the Senate. And the biggest mystery is the name of the general that the coca grower ordered to demote immediately.
If it weren’t for the fact that the DEA woke up from its long nap, the coca grower would now be happy in his role as true coca “czar”. So cowardly is he that he spreads the version that he is preparing another escape.
The “doctor in Economics” graduated from the UNAM in Mexico, although that university has denied it, has recovered his prestige as a dictator consort. In the division of functions of these members of the new monarchy, this one has fallen, as can be seen, to the economic area, where he has decided to reign despite the fact that the new president is an economist and has a team that deals with that area.
The tone he used in a recent interview reveals that he, in person, can make economic policy decisions regardless of the existence of a government headed by a president and a vice president.
The most revealing phrase of this new reality: “From Bolivia there must be US$3,000, US$4,000, US$5,000 million in tax havens. I would propose an amnesty so that the businessmen return it and invest wherever they want, but when the amnesty passes, if they did not repatriate that money, I will fall with expropriations.”
What is worrying, in this case, and which confirms the existence of a supra-government, is that “I’m falling for them with expropriations.”
He expropriates Bolivians who have not used the amnesty he would give them to repatriate their savings and make them available to the government, it is assumed, unless they have to make them available to the dictator consort.
