The National Roundtable for Migration and Refugees in the Dominican Republic (Menamird) deplores that the Government suspended the beginning of the card program for border residents due to the situation of violence in the neighboring nation of Haiti.
William Charpantier, coordinator of the Menamird, considers that the Dominican authorities should continue the process, since it is a mandate of the General Migration Law 285-04 and its application regulation No. 631-11.
In addition, he points out, Haiti is always involved in conflicts and who is most convenient is the Dominican State, which would have control of those who enter and leave the border daily.
It indicates that last Wednesday the Dominican Government had ordered the identification of border inhabitants, as established by law, with a view to protecting those who every day They cross the border to work and trade goods from this side of the island.

He points out that this document would allow the Dominican authorities greater control of the migratory flow, since these foreigners would not be able to leave the border towns.
Regrets that the Government suspended the issuance of the card under the argument of political instability in Haiti, which is not new in the neighboring nation.
“This population crosses every day to the Dominican side to carry out commercial activities and work but returns to their country in the afternoon and at night,” Charpantier said.
The legislator’s view
The legislator thought that it was convenient for the Dominican State to have control of the migrants who enter and leave the border on a daily basis, which is why he included the identity card in the Migration Law.
The border inhabitant card is a permit that is issued to all foreign citizens who reside in the border area and who enter the country for a period of time during the day, with no intention of settling there.
