They add “improvisations” in the Executive

Omar Pico was appointed on February 10 as the new president of the Paraguayan Indigenous Institute (INDI). However, a day later, he admitted to radio media that he has no experience working with native peoples, and that, therefore, he will hire advisers who will guide him on the issues to be discussed.

Pico joins other high officials who also do not have enough experience but who hold high positions such as Ariel Oviedo (Minister of the Environment), Arnoldo Wiens (Public Works), Carla Bacigalupo (Work) and Miguel Godoy (Ombudsman).

Oviedo is held responsible for environmental damage that occurred in the San Bernardino lake, as in the two lagoons that were dyed red and are located in Loma Plata (Chaco) and Limpio. Just to cite the emblematic cases.

Criticism of Wiens revolves around the collapse of the Tacuatí bridge in San Pedro, which left three dead. The “Ñanduti” catwalk is another of the works questioned. Bacigalupo is held responsible for the number of jobs lost during the pandemic, which according to the Clasista Trade Union Current amounts to more than 200,000.

Miguel Godoy was accused by Deputy Celeste Amarilla of harassing an official. In addition, he has a history of misogyny, after attacking Cecilia Pérez, Minister of Justice, during a riot in the Tacumbú prison in February of last year.

Katia Gorostiaga, a political scientist, affirmed that these situations occur because the appointments are for political quotas.

“It is a common practice. Although they are positions of trust, the problem happens when people are appointed who do not meet the requirements that we would expect them to have. Instead of some inexperienced people, you can see someone with experience within the NRA itself,” he stated.

The analyst affirms that this demonstrates the government’s lack of capacity and political backing.

“You have to see the currency of exchange for these events. It is difficult for me to believe that within the ANR there is not a person who meets the highest conditions to preside over the INDI”, he expressed.

For the analyst, Abdo Benítez shows weakness, which is why he is subjected to pressure in appointments.

“The ruling party is a conglomerate of various sectors of the ANR. This means that the president does not have a legislative shield to protect him. That is why he needs to constantly negotiate so as not to be dismissed, ”he concluded.

VILLALBA

Mario Villalba, a political scientist, affirmed that, in the case of Pico, it occurs in a context of politicization of the public sector, prior to the elections.

“When a government begins, it wants to put in technical figures. There’s always this thing about having political friends. Pay financiers with political positions. At the beginning it is sought to have some technicians. No government is spared,” he stated.

For the analyst, citizen pressure plays a fundamental role in avoiding these events. He warns that, in the face of this apathy, the political class is not afraid to appoint actors for political reasons.

“These issues should motivate rejections, demonstrations. The Club of Executives, business associations, unions, Global Compact, should pronounce themselves demanding something better. Taking into account that these unions will have more strength, ”she said.
