Minister Juan Silva on the tender that won a consortium related to Karelim López: “it is under investigation”

As recalled, the public bidding process for the “construction of the Tarata vehicular bridge over the Huallaga river”whose contract amounted to S/232.5 million, was awarded in October 2021 to Consorcio Puente Tarata III, made up of a company that advised karelim lopez.

The good pro was granted a few days after López made visits to the Government Palace, as revealed by an investigation by the newspaper El Comercio in November of last year.

According to the control body’s report, the Selection Committee benefited the successful bidder by irregularly postponing the bid submission stage. The minutes signed on October 6, 2021 do not substantiate the postponement decision and there is no valid support in the documents of the contracting file.

The winning bidder did not have the certificate of power of one of its consortia, a mandatory requirement for the submission of offers, was added to the document released by the entity.

Likewise, the members of the Selection Committee did not notice that the companies that made up the consortiums that ranked first and second had a legal impediment as they belonged to the same economic group.

In the control action, evidence was found of crimes allegedly committed by two members of the selection committee of the public bidding process: Víctor Valdivia Malpartida and Édgar Vargas Mas, officials of Decentralized Províaswhich had favorably rated the winning consortium and other bidders, despite the fact that the chairman of the working group, Miguel Espinoza Torres, considered that none of the providers met the required experience and should be disqualified.

At the end of January of this year, the nullity of the contract signed last October by the Tarata III Bridge Consortium for the construction of a vehicular bridge over the Huallaga River was declared null and void, because Decentralized Provías concluded that the State Procurement Law had been violated.
