Most of the time the event occurred between four walls and the victim was slow to report it because of how difficult it is to confront the aggressor and tell what happened. Other times, she was encouraged to report but the evidence was not convincing, or what seemed so clear changed during the investigation for a testimony or evidence. That is why the Criminal Courts of Appeals (where a case is decided in the second instance by three judges, provided that one of the parties appeals the initial sentence) are covered in cases of sexual abuse.
