However, in his vision, it is necessary to fight so that there is an open discussion between the referee and not “a commitment”.

“Hopefully (the open discussion), it will be one of the advances we have in electoral justice. This gives more confidence at work and internally it avoids what we call pressures”, she observes.

When the TEPJF fell into crisis

On August 4, 2021, the Superior Chamber experienced an internal crisis in which it even had three presidents José Luis Vargas Valdez, who began the public session and, after a recess from which he did not return, was dismissed by five of the seven magistrates. His peer, Mónica Soto, did not rejoin the session either.

After the recess, the dean magistrate Janine Otálora was elected as president by ministry of law and, when the session resumed, the plenary elected, by four votes, magistrate Reyes Rodríguez Mondragón as its new interim president.

Later, and to put an end to the internal crisis, the magistrates, divided into two factions, met separately with the Minister President of the Supreme Court of Justice of the Nation (SCJN), Arturo Zaldívar, who called on Vargas Valdez “to become aside”.

“Hopefully (the open discussion), it will be one of the advances we have in electoral justice.”

The dialogue bore fruit, since not only Vargas left the presidency, but also Rodríguez Mondragón, the interim.

Finally, on September 2, the plenary opted for Rodríguez Mondragón, who proposed creating a Strengthening Commission to review the regulatory framework and promote the internal reform of the jurisdictional body.
