The President of the Republic, Luis Lacalle Pou, had been speaking to the General Assembly for about 40 minutes when, suddenly, he looked at the legislators and told them: “We have a lot to do.” It was March 2 and the president was facing the last stretch of his speech before the Legislative Power to give an account of his first year in office announcing concrete measures and expressing a “real optimism” for 2021.
