The Government of La Paz promulgated departmental law 224 through which he intends to wrest from the municipality of La Paz the organization of the celebrations of July 16, which recalls the historic deed of Pedro Domingo Murillo and the libertarian cry of 1809 in the city of La Paz. The mayor of La Paz, Iván Arias, reminded the governor, Santos Quispe, of the existence of legislation regarding this issue.
“Many governors have passed, we did not even have a law that regulates civic acts, for example we are seeing festivals. The Mayor’s Office is holding parades and they have never taken the Governor’s Office into accountbecause if we see in other departments who All these acts are organized by the governorates,” said Governor Santos Quispe as justification in the act of promulgation.
Since 2009, when the political break between the MSM and the MAS took place the Government stopped attending the celebrations of July 16 and began to refer to the Government the organization of parallel events. On July 14, 2010, the then mayor, Luis Revilla, promulgated municipal law 02 in which he provided that the celebration of the festivities would be in charge of the municipality. In La Paz there are two parallel festivities: that of the municipality and that of the Governorate.
“Declare historical heritage of the city of La Paz, for its conservation and protection, the celebration and tribute of the Libertarian Revolution of July 16, 1809, carried out in this city by proto-martyrs of La Paz for emancipation”, indicates article 2 of the municipal regulation.
The reaction of the mayor, Iván Arias, was almost immediate, because he reminded him of this rule and also told him that there is no higher or lower autonomy as Santos Quispe argued in his promulgation speech.
“It can no longer be that they say that the Government is a higher autonomy and that we are a lower autonomy, where is that? This gentleman has not passed municipalism 0.1, that is, there is no higher or lower autonomy, we are all equidistantwe are of the same level”, the burgomaster told him.
The departmental law provides for the organization of the festivities on July 16, the day of the liberation feat; and on January 23 when the creation of the department is commemorated. The authority forgot October 20, 1548, when the foundation of Our Lady of La Paz is celebrated, in charge of the captain, Alonso de Mendoza.
“The Departmental Autonomous Government of La Paz, through its corresponding instances, will be in charge of organizing civic events to be carried out in commemoration of the libertarian deed of July 16, 1809 and the civic acts in commemoration of January 23, 1826, creation of the department of La Paz”, indicates the first paragraph of article 5 of departmental law 224.
When he was elected, Santos Quispe had eight assembly members out of 45 that the departmental legislative body has. Two years later, the MAS, which won 25 members of the assembly, backs the governor, making a total of 33 legislators, a majority that allows him to govern.
