Congress: JNE spoke out against the bill on delivery of membership registers

The president of the National Elections Jury (), Jorge Luis Salas Arenas, spoke out against two bills from the Alianza para el Progreso (APP) and Popular Renovation, which propose changes to the electoral norm regarding the lists of members of political parties, in the framework of the Regional and Municipal Elections 2022.

During his participation in the Constitution Commission of Congress, he spoke about the viability of said initiatives, which propose the modification of article 7 and incorporation of the thirteenth transitory provision in the Law of Political Organizations (LOP).

In this regard, it considered that the norms that regulate the exercise of functions would be violated, among them number 2 of article 139 of the Political Constitution.

Likewise, it indicated that automatically validating registers that were rejected by the JNE would be an interference in its jurisdictional powers.

According to Andina, these legislative initiatives seek to enable political organizations to resubmit electoral rolls, whose term expired on January 5, 2022.

In this sense, Salas Arenas maintained that absolute validity cannot be granted to said lists by their sole presentation before the Registry of Political Organizations (ROP) and that therefore they must be registered.

For his part, the head of the National Office of Electoral Processes (ONPE), Piero Corvetto, argued that, if these initiatives are approved, the electoral schedule could be jeopardized and the correct conduct of the internal elections of the political organizations, scheduled for May 15 and 22.

Corvetto indicated that a delay in the approval and delivery of the lists of party members would have a negative impact on the organization of the electoral process, which is in charge of ONPE.

While the holder of the National Registry of Identification and Civil Status (Renieck), Carmen Velarde, agreed with both institutions that there is a given schedule for the October elections and indicated that any change could affect the goal of having participatory and quality elections.
