One of the central points on the agenda of the National Assembly for this year is the approval of the Renewable and Alternative Energies Law, which recently entered the last phase of consultation with the different sectors involved, through street parliamentarianism.
The project presents innovative regulations that will stabilize the national electrical system with the application of energy sources that have not been used until now, and even some unknown to the common citizen, including wind, solar, biomass, and small-scale hydraulics. , geothermal, tidal and wave, gas, green hydrogen and nuclear energy.
In addition to this, it will allow small groups or individuals to generate their own energy sources and thereby contribute to reducing environmental pollution.
General objectives: The purpose of this law is to promote and regulate renewable and alternative energies, their processes and sub-processes of development, production, research, generation, transformation, transportation, distribution, marketing, use and exploitation in a rational, efficient and sustainable manner, with in order to diversify the national energy matrix.
In its articles, the bill orders an educational and training process to maximize the use of these alternative sources.
Article 24 establishes that the Ministry of Popular Power for Electric Energy (Mppee) will provide natural and legal persons who use the national electrical system with advice and technical guidance in relation to the National Plan for Renewable and Alternative Energies and the development of projects and sources of this type of energy.
Likewise, article 25 states that users of these sources must have the technical assistance of professionals, public or private companies, specialized in the area of electrical energy, duly certified by the ministry.
Meanwhile, article 34 states that the Venezuelan educational system will incorporate training in renewable and alternative energies as a transversal axis of study and research programs, to promote knowledge and technical and professional training, as well as the accreditation and certification of knowledge, within the framework of the ecosocialist and sustainable development model.
This training plan goes even further, since it is also expected that the communal aggregation system and the instances that make up the communal government will promote activities and programs aimed at forming values and practices in the habitat of the communities with the use of these energies.
Another relevant aspect of this law is that Mppee will promote the local production of equipment, components and goods for the use of renewable and alternative energies, and will promote national financing schemes.
At the same time, the aforementioned entity, together with the Ministry of Industries and National Production and the private sector, will design a plan for the formation of industrial conglomerates for the sustainable manufacture of parts and pieces of renewable and alternative energy systems, promoting between them the production chain.
The project also establishes that once this alternative system is developed, sectors such as hospitals, schools, indigenous communities, public services and unserved communities must be prioritized.
