The Permanent Commission for Comprehensive Social Development finalizes the details of the Bill for the Dignified Treatment and Recognition of the Rights of Companion Animals, which, according to what the president of the National Assembly, deputy Jorge Rodríguez, reported on Tuesday, will be immediately submitted to first discussion in parliament.
Rodríguez, when making this announcement, also expressed his support for the animalists who last Saturday raised their voices against animal abuse after the atrocious violent event that occurred against the puppy Gol, who was shot and beaten to death by two subjects.
Rodriguez summoned the deputy Carlyana Arriechi of the Cambiemos party to participate in the elaboration of the legal initiative with the parliamentarians of the Social Development Commission, since the parliamentarian participated in the demonstration on Saturday the urgent need to resume the project.
The parliamentarian regretted that the current law does not apply severe penalties to the perpetrators of crimes against animals and recalled that whoever attempts the life of an animal can easily put the life of a human being at risk.
“The same Attorney General (Tarek William Saab) On several occasions he has stated that whoever mistreats an animal is a potential criminal. Whoever mistreats an animal can do terrible harm to a human being, ”she warned.
Abusers are psychopaths
For his part, the president of parliament, Jorge Rodríguez, added that people who mistreat animals constitute a dangerous symptom, such as a psychopathic or sociopathic personality disorder, as well as Bordeline personality disorders.
Borderline disorder is defined as a mental illness that severely affects a person’s ability to control their emotions. This loss of emotional control can increase impulsivity, affect how a person feels about themselves, and negatively impact their relationships with others.
For her part, during her speech at the session on Tuesday, Deputy Arriechi requested to study the reforms corresponding to the current norm and stressed the importance of incorporating recognition of animals as sentient beings in this project.
