. The President of the Republic, Laurentino Cortizo Cohen, approved the “Plan for the recovery of the Firefighter Career and the reorganization of the hierarchical structure of the Meritorious Fire Department of the Republic of Panama (BCBRP).
Executive Decree No. 13 of June 1, 2023, published in the Official Gazette bearing the signature of the President of the Republic and the Minister of Government, Roger Tejada, establishes that the Plan is applicable to the procedure for the analysis of personal and personnel professionals admitted to the permanent service from 1998 to 2018, who have not been promoted and promoted during the period from 2010 to 2020, taking into account the vacancy and the corresponding budget item.
The Plan corrects biases within the Institution’s organizational structure, specifically in the structure of operating positions at the level of the eleven (11) regional zones that reflect this situation for more than a decade.
The general components of the Plan that will be executed by the BCBRP administration are framed in the analysis and review of files, comprehensive audit report of the position in the eleven (11) regional zones, review of the position structure by the Ministry of Economy and Finance, presentation of the new position structure and formalization of the promotions of firefighter personnel.
The Plan has a scope that governs the phases defined in the schedule structured by the BCBRP, which will be valid until December 31, 2023.
The units that will be evaluated based on the Plan will be all those that have entered into permanent service complying with the requirements established in Law 10 of 2010, the General Regulations, and the resolutions issued by the BCBRP Board of Trustees.
Upon completion of the effects of the procedure provided in the Plan, firefighters who aspire to new promotions must comply with the requirements set forth in Law 10 of 2010 and the BCBRP General Regulations.
In this way, the general objective of doing justice to those active operational units that, according to the Law and the General Regulations, must be promoted and promoted within the eleven (11) regional areas of the BCBRP, is met.
