HP Construction: 512 workers in limbo two months after the corruption scandal

The arrest of the brothers Roger and Rafael Perdomo led to the seizure of some properties of Constructora HP, in which they were listed as shareholders, as well as the non-payment of 512 workers, including construction and administrative sector employees, located in Caracas and Anzoátegui.


Since the announcements by the National Anti-Corruption Police (PNCC) about an operation to dismantle a plot that involved Petróleos de Venezuela (PDVSA) and Sunacrip, and the arrest of businessmen involved in these events, including Roger Perdomo and Rafael Perdomo It’s been just over two months.

Four buildings built by the construction company in the Baruta municipality, and another three distributed between Guarenas and Clarines (work on the Oriente highway), in Anzoátegui state, remain paralyzed; as well as the salaries of 512 workers, including construction employees and the administrative sector.

The Single National Union of Workers in the Construction Industry (Sutic) pointed out in early April that, a week after the arrest of the Perdomo brothers, the accounts of the construction company HP were frozen and the workers have not received a response from the company or the Ministry of Labor, to which a communication was addressed.

Wilmer Nolasco, president of Sutic, ratified SuchWhich that the workers have not been able to collect their salaries since March 24, and they do not have information about the destination of their social benefits. “They are in limbo, unable to perform their functions and without answers from their respective payments,” said the unionist.

The construction company did not respond to a telephone request for information. For four months its offices, located on the 10th floor of the Seine Tower, have been closed. “The staff stopped coming and one day they came and closed the offices,” said a source who preferred to remain anonymous.

The Torre Sena is one of the buildings erected in the enclave created by the company in the streets of París, Madrid and Orinoco de Las Mercedes avenue. The premises in the lower part are sealed with papers from the Anti-Corruption Police, but some offices function normally.

What about the construction company HP?

The brothers Roger and Rafael Perdomo were arrested on March 20 in two operations carried out by the Anti-Corruption Police, but it was not until March 27 that the prosecutor appointed by the extinct constituent assembly, Tarek William Saab, confirmed their arrests, describing them as as “national financial associates and operators” in charge of legitimizing capital from PDVSA.

Days before, the company had issued two statements: the first in which they denied alleged links to acts of corruption or influence peddling; while in the second they ratified their willingness to collaborate with state agencies. Since then they have been silent online.

Constructora HP was created in 2012 and offers construction services in general, which includes reconstruction, maintenance, remodeling, property marketing, civil engineering and architecture. On their website they also promote the JLM Tower, the Haya Tower and the Victoria Power Tower, which have been paralyzed since March.

Within the works there are from trucks, water tanks and batches of rebar, to piles of garbage. The emergency lights are on permanently, a reflection of the distinction with the interior of Venezuela, where daily blackouts of up to six hours are reported.

In the case of the Guayana Tower, it was delivered months before the corruption scandal, noted another source. “That office tower is already completed and it was delivered to its owner months ago, it has its private condominium and some offices on the first floor are already working.”

The press office of the Baruta City Hall reported that they have not received requests for information from the Public Ministry on the authorizations and the bidding process to erect these buildings, despite the threats from some spokesmen for the ruling party such as Diosdado Cabello.

But construction work does not seem to be the only line of business for Constructora HP. According to one environmental research armando.infothe company also had contracts with PDVSA for repair and maintenance work on the docks of the Paraguaná Refining Center, in the state of Falcón, and the José Antonio Anzoátegui Complex.
