Cuban migrants detained upon disembarking in the Florida Keys

In January 2017, in one of his last decisions as head of the White House, then-President Barack Obama put an end to the “dry foot/wet foot” policy by which, for more than 20 years, practically all Cubans who reached US territory, he could avail himself of legal protection even if he had entered illegally.

On the other hand, after the expiration of Title 42, Title 8 will apply, the norm that has historically governed migration in the United States and, in addition, the Government of President Joe Biden has announced new measures that restrict access to the asylum application. on the border with Mexico.

These new measures consider migrants who cross the border irregularly and who have not requested protection in a third country during their journey to the US “unfit” to request asylum.

The implementation of the so-called Title 42 was a public health border restriction that began to operate since the covid-19 pandemic and ended this Thursday. This norm allowed the authorities to quickly reject the undocumented at the borders of the United States, with the justification of preventing the spread of the coronavirus.

The Department of Homeland Security (DHS) has repeatedly stressed in recent months that immigrants detained under Title 8 authority may face expedited removal proceedings, known as “expedited removal,” and a re-entry bar for at least least five years.

Cuba received this Saturday 24 rafters intercepted by the US Coast Guard Service, with which there are 3,767 irregular migrants returned from various countries in the region during 2023, informed the Ministry of the Interior.

“With these 21 men and three women, there are 2,617 returnees by this service (from the US) in 42 operations of this type in 2023,” the Cuban authorities indicated in a press release. So far this year, 72 returns have been made from nations in the region with 3,767 people.

The day before, a total of 97 irregular migrants were returned to Cuba by the authorities of the United States and Bahamas.

Since last October 1, the US Coast Guard has intercepted more than 6,200 Cuban rafters, according to their data.

Cuba received this week two other groups of 27 and 66 irregular migrants returned from the United States, the first by sea and the other was the second flight after the recent resumption of deportations between the two countries that had been suspended since December 2020.

According to the Customs and Border Protection Office, in December 2022 more than 44,000 Cubans arrived at US border points for a cumulative 313,488 who have arrived since January of that year.
