The Public Ministry apprehended and plans to charge the architect Roberto Antonio Moreno Sanjinés, expert responsible for the appraisal of the land of the new municipal landfill, so the date for his precautionary hearing is awaited. The architect, after his arrest, yesterday morning, he was transferred to the offices of the Public Ministry, where he testified as an investigator in this case.
According to his lawyer, Wilson Vilchez, the union carried out the work because he was appointed by the College of Architects and not on his own initiative. “Furthermore, the Public Ministry summoned him as a witness to testify while they carry out the investigations in which former municipal authorities of Santa Cruz de la Sierra are involved”, said the jurist of the arrested person.
The lawyer added that his client presented all the documentation about his work and It has no connection with the former authorities involved.
For his part, the prosecutor investigating the Alberto Zeballos case, announced that in the documentation that was presented to the jurisdictional authority, it was requested that he be preventively sent to the Palmasola prison, for considering that he is the alleged perpetrator of the crime for which he is being charged and that there would also be procedural risks against him.
Comptroller’s Report
A few weeks ago, the municipal director of Transparency, Adriana Pedraza, released a report from the General Comptroller of the State (CGE) that indicated that the purchase of the properties where currently the municipal landfill works was made with an overprice of $us 8 million.
According to Pedraza, the new landfill, which has an area of 200 hectares, was bought for 10 million dollars by the previous municipal administration. CRegarding the investigation carried out by the Prosecutor’s Office, documents of adjoining land were found to the municipal landfill with prices lower than those at which the land was sold to the Santa Cruz Mayor’s Office.
Regarding the alleged overpricing, Moreno Sanjinés’ lawyer pointed out that the work was done taking the references dictated by the corresponding organisms and that the detention does not apply as there are no indications enough to warrant it.
On January 24 last, the departmental prosecutor of Santa Cruz, Róger Mariaca, reported that the former municipal secretary of Administration and Finance, Sandra Velarde Casal; the former Director of Planning, Indira Suárez Subirana; and Fabián Égüez Hurtado, one of the owners of the land.
The precautionary hearing of the three accused should have been held last Friday, February 4, but was suspended for the 11th of this month at 2:00 p.m. The three people were charged with the crimes of contract harmful to the State, conduct uneconomic, improper use of influence, breach of duties and illicit enrichment of individuals affecting the State.
