Migob heads three other private universities

The Daniel Ortega regime, through the Ministry of the Interior (Migob), canceled the legal status of three other universities, thus reaching more than twenty “headless” higher education institutions.

The outlawed houses of study were the Metropolitan University (UNIMET)the University of Northern Nicaragua (UNN) and the Adventist University of Nicaragua (UNADENIC).

The ministerial agreement No. 60-2023-OSFL, published in La Gaceta, the official gazette, states that in accordance with resolution No. 004-2023 issued by the National Council of Universities (CNU) and the National Council for Evaluation and Accreditation (CNEA) , the illegalization of UNIMET is due to the fact that this institution “does not meet the minimum quality standards necessary to obtain the corresponding accreditation”.

It details that UNIMET, founded in 1999, does not have study plans that contain the minimum elements required by the CNU and CNEA for higher education institutions.

They also refer that of the 36 careers that UNIMET offers, 26 do not have registration. Likewise, the postgraduate courses they offer are not authorized by the CNU and CNEA.

On the other hand, the Migob accuses the UNIMET university of falsifying information before the CNU and CNEA in reference to the areas of research in the humanities, sciences, health and services, reporting information that did not belong to the University. Resolution that was notified to the University to present its improvement plan, however, UNIMET to date has not complied.

Regarding the North Nicaragua University Association (UNN), founded in 2001, Migob points out, with the same argument that it has beheaded other universities, that this alma mater “is in breach of its obligations under the Law, before the Directorate General Registry and Control of Non-Profit Organizations of the MIGOB».

It adds that UNN did not report its financial statements for the 2022 period, as established by Law No. 1115 General Law for the Regulation and Control of Non-Profit Organizations.

To the above, the government institution determined that based on the “analysis” of the National Evaluation and Accreditation Council (CNEA) it was determined, through Evaluation Resolution No. 01-2023 of 02/13/202, that UNN does not comply with the minimum quality requirements to obtain the corresponding accreditation.

While the Adventist University Association of Nicaragua (UNADENIC), registered as a Non-Profit Organization in the Ministry of the Interior on 02/14/2011, the Ministry of the Interior indicated that the ban occurred after the National Council for Evaluation and Accreditation (CNEA) exhausted the verification process, determining that the alma mater “does not meet the minimum quality requirements to obtain the corresponding accreditation.”

Among the arguments that he highlights, he points out that UNADENIC does not have study plans that contain the minimum elements required by the CNU and CNEA for Higher Education institutions; UN ADENIC curricular designs are not approved by the CNU.

It also stands out that UNADENIC’s postgraduate offer does not have the curricular methodology established for the postgraduate level. “Likewise, the Doctorate in Educational Sciences is not authorized by the CNU and CNEA,” he stressed.

After this cancellation, the Daniel Ortega regime ordered the directors of the canceled universities to deliver in an expeditious and orderly manner to the Compliance Directorate of the National Council of Universities (CNU), the information on students, teachers, careers, study plans, enrollment and grades databases (Academic Record).

It refers that the National Council of Universities (CNU), will proceed to relocate the students currently enrolled in the national territory in universities of the same Council.

Regarding the destination of the movable and immovable property, the Migob determined that it will be done in accordance with the provisions of article 47, paragraph 2 of the Regulations of Law 1115.

The Nicaraguan dictatorship continues its wave of repression against non-profit organizations. Among the universities that have been canceled to date are UCAN, HUSIPAM, Rubén Darío University, from Carazo; UPINIC, Paulo Freire. URACCAN and BICU.
