During the inaugural act, with the presence of President Nicolás Maduro and part of his government cabinet, the 11 delegations that will be part of the competition in the nine days that the event will be held were presented.
The participating delegations are: Antigua and Barbuda, Bolivia, Cuba, Dominica, Grenada, Nicaragua, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines and Venezuela, in addition to Russia, which participates as a special guest.

The changes of government and position towards the Chavista government have led some countries to leave the organization, as Ecuador did in 2018 the position of former president Lenín Moreno against the management of Nicolás Maduro.
The same thing happened temporarily in Bolivia during the brief administration of Jeanine Áñez after the forced resignation of Evo Morales, despite the country’s return to the body with the presidency of Luis Arce.
Another former member of ALBA is Honduras. However, in this case the country was suspended after Manuel Zelaya suffered a coup and the successor government formalized his withdrawal in early 2010.
