The National Electoral Institute published yesterday in the Official Gazette of the Federation the call for the referendum to revoke the mandate to be held on April 10, and with this it entered its most intense phase of implementation. Starting tomorrow, the electoral trainers will begin the home visit of 7 million 67 thousand 448 citizens for the integration process of polling station officials, for which 286 thousand 885 citizens will finally be required.
The counselor and president of the Electoral Training Commission of the INE, Martín Faz, maintained that based on the resolutions of the Supreme Court of Justice of the Nation and the Electoral Tribunal of the Judicial Power of the Federation, he is working on the scenario of installing 57 1,377 voting booths, based on the financial availability available, regardless of whether any party contests. However, he stressed that logistically and budgetically there is no room for another scenario, except, he said, an unlikely court order ordering it.
With the process already underway, so far the INE has not received any response to the request for collaboration that it sent to the Federal Electricity Commission so that it could provide the emergency plants in the districts; to Graphic Workshops to contribute with the printing of ballots, among others. The INE justified the request in the budgetary insufficiency and, on the basis that the organization of the mandate revocation exercise is a responsibility of the Mexican State that involved several instances, according to Faz.
As announced last Friday at the General Council session, the call was published with which the organizational work of the mandate revocation consultation is opened, for which the INE has already hired 1,511 supervisors and 12,061 trainers. elections that tomorrow will begin the stage of notification to unsaculated citizens. Originally, based on installing 160,000 polling stations, it was intended to hire 37,000 electoral trainers and supervisors, but budget insufficiency and reduction of polling stations modified that scenario, said the councilor.
Yesterday, the insaculation was carried out in the 300 districts to make up the list of just over 7 million citizens who will be visited. It is a first phase of selection – Faz commented – to determine which officials are suitable and agree to participate as poll workers. It is the first stage of the training process, which will be from February 9 to March 6.
Second stage, March 7
Subsequently, as of March 7, the second stage begins, already focused on training the 286,885 citizens who agree to serve as poll workers or who are substitutes. For this stage, a process was designed. hybrid
which will involve training in homes or in specific spaces in each district, to which virtual instruction for officials will also be added.
Although the local electoral institutes were asked for the participation of their staff, so far in the responses that have been given, the collaboration of 500 public servants has been assured, at different stages of the process, so it will be the INE that will absorb almost fully the various tasks associated with the exercise.
