Tres Bocas is a road solution that improves lives

The works of Three Mouths facilitate the traffic of more than 45,000 vehicles with a direct impact on the quality of life of thousands of people that travel daily along the PY01 route, to and from Ñemby, San Lorenzo, Villa Elisa and peripheral neighborhoods of the capital.

“Tres Bocas is a special work for me, because it is the first work in which I laid the first stone, today, with this inauguration, we are very happy to contribute to the development of infrastructure for the benefit of the Paraguayan people”, commented the ambassador of the Republic of China (Taiwan), José Chih-Cheng Hann, during the inauguration.

In turn, he recalled that the pandemic represented a great challenge in the development of the works, however, the results are in sightwith more fluidity in vehicular circulation.

For his part, the head of the Ministry of Public Works, Ing. Rodolfo Segovia, stressed that Route PY01, with this new road solution, is very important for the urban development of the Central department and represents a model that will continue to be replicated in other strategic tranches.

The execution was by the firm Tecnoedil SA and was carried out without interrupting the vehicular passage on the PY01 route. “When implementing a work of this magnitude in an area with a high population density, some of the main challenges were maintaining traffic without interruptions, coordinating the work with the different municipalities and the public institutions awarded to move the electrical, drinking water and of the expropriations in the area of ​​intervention”, detailed engineer Adolfo Gamarra, project manager.

As he explained, the works front was responsible for installing new drinking water lines and distributing low and medium voltage electrical energy, all while maintaining the operation of the original lines. These challenges were compounded by inclement weather: frequent and above-average rainfall throughout the construction period.

In order to guarantee fluidity in vehicular circulation at this intersection, sand expanded

the range of actions with the elimination of left turns and the synchronization of traffic lights in the adjacent section of Acceso Sur. This is in coordination with the municipalities involved, as mentioned by Eng. Francisco Recalde, from the MOPC’s Strategic Projects Executing Unit.

SAFER AND COMFORTABLE TRANSIT

The incorporation of this road solution included Interventions on the PY01 route, Américo Picco avenues, Luis María Argaña avenues and Colonia Elisa street. The overpass or tunnel connects route PY01 at its intersection with Américo Picco and Luis María Argaña avenues. In parallel, the route was widened with a roundabout at the height of said intersection and the improvement of alternative streets that guarantee a more fluid and orderly traffic.

With nine directions of circulation, These changes increase traffic safety, since the roundabout system without traffic lights facilitates the vehicular flow between Villa Elisa and San Lorenzo, as well as access to the collector streets that lead to the entrance or exit of Asunción. While the overpass relieves traffic congestion between Asunción and Ñemby.

The new road system directly benefits the residents of the cities of Ñemby, Villa Elisa and San Lorenzo, and indirectly will be extremely useful for the residents of Ypané, Villeta, San Antonio, Fernando de la Mora, Lambaré and even Asunción.

The preliminary works began in August 2020 with the total conversion of Colonia Elisa street, while construction began in April 2021 and was divided into different stages and execution periods, which included demolitions, excavations for the electricity and water supply. drinking water, storm and sewage drainage galleries, the installation of a new lighting and signaling system for a more comfortable and safer experience.

Tres Bocas was one of the most conflictive areas of the country in terms of storm drainage, so New drainage and sewage systems were built with 1,500-millimeter pipes in works up to 3,000 meters in length. In some of the critical points, for example, Elsa Escalante and Uruguayana streets, located on the jurisdictional limit of the city of Fernando de la Mora, special drains were made with a concrete structure and metal protection grid with 12.5 meters long and 6 meters wide, and a depth of 2.95 meters to capture the large basins found in the area, while the drained water is channeled through the pipes.

It is a extensive and comprehensive urban intervention that included the improvement of the annexed streets, curbs and sidewalks, as well as the incorporation of a new lighting system and the construction of spaces for movement and exclusive use of pedestrians, which includes urban furniture such as benches, garbage cans and bicycle racks.

The pedestrian circulation directions were designed to guarantee the safety of citizens. The pedestrian strips are marked and demarcated in each artery that adjoins the roundabout and to cross between the collector streets, squares fenced with metal railings were installed.

SOCIAL IMPACT

The cities of Ñemby, Villa Elisa, San Lorenzo and Fernando de la Mora are considered purely commercial, for this reason previous social work was carried out to collect data, visits to neighborhood leaders and focal points where there are taxi ranks, places occupied by street vendors, the 11th Police Station in Arroyo Seco and the Mercedes Ibarra school in Fernando de la Mora.

During the development of the work, the socio-environmental team held educational talks in nearby schools, raising awareness about good urban practices and encouraging care for the environment.

Regarding the economic impact, the work generated 700 jobs, between contractors and subcontractors, and contributes to the appreciation of the properties of the neighbors, being a driver for attracting real estate investments and commercial developments.

INVESTMENT

Tres Bocas required an investment around USD 24 million. It was developed by the Ministry of Public Works and Communications with a non-reimbursable loan from the Republic of China (Taiwan) within the framework of the friendship and international cooperation relationship aimed at the sustainable development of Paraguay.

The project met all the approvals of the municipalities involved and the environmental impact studies required by the Ministry of the Environment (MADES).

The construction of Tres Bocas in Paraguay is a testament to the Government’s commitment to improving the country’s infrastructure, being one of the most comprehensive solutions that provides long-term benefits for the community.
