The Executive and Legislative Powers have approved decrees and laws that seek to solve the problem raised by the Colorado deputy Nibia Resich in 2021.
In Uruguay, 2,500 dog attacks per year are registered and only in the Pererira Rosell Hospital is a minor registered per day with a serious bite, with the average age of the victims being less than 4 years.
The attack of this type of dog causes in some cases the death of citizens and others are left with physical and psychological sequelae.
In 2021, the red representative Nibia Reisch presented a bill to prohibit the breeding, reproduction, commercialization, transfer, adoption and importation in the country of 15 “potentially dangerous” breeds of dogs.
The document established the creation of a National Registry of Companion Animals, in which the dogs that the legislator detailed by breed and classified as “potentially dangerous” should be registered.
Subsequent to the presentation of this initiative, in the Urgent Consideration Law, a reproductive control program was established and a Presidential Decree of February of this year establishes the sterilization of all dogs and cats nationwide and the creation of a Registry National Association for Companion Animals, advancing on what the deputy had presented.

In addition, a few days ago, a project was approved in the Chamber of Deputies by which every owner of a potentially dangerous dog must take all the necessary precautions so that there is no risk of attacks or bites towards other people. These owners must meet certain conditions: be of legal age, have not been convicted of certain crimes and prove civil liability insurance.
“We managed to advance in the search for solutions. There were many neighbors from Colonia and from all over the country who were asking for measures. We are aware that much remains to be done regarding responsible ownership and in the work of the State itself in monitoring compliance with the laws, and a greater presence, since today it is the animal protectors that work hard and contain all this situation”, concluded the legislator.
