Súmate sent a letter on March 20, 11 days before the expiration of the period to elect the members of the Subaltern Electoral Organizations, but there was no response from the rectors of the CNE
The National Electoral Council (CNE) once again fails to fulfill its functions as the entity that governs the Electoral Power in the country, by not making the draws corresponding to the designation of the Subaltern Electoral Organizations (OES) during the first quarter of the year, as dictated by the Organic Law of Electoral Processes (Lopre).
The complaint was made by the non-governmental organization Súmate through Twitterattaching a letter sent by themselves to the rectors of the CNE on March 20, in which they warned that there were only 11 days left to comply with this legal requirement.
Súmate emphasizes that it is not only about compliance with the laws, but that this omission can affect processes in the face of elections scheduled for this year, since there must be elections in those cases in which there is an absolute vacancy of officials by popular election, as is the case with several mayors of Falcón and with the municipality of Juan José Rondón, in Guárico.
“The CNE did not make the draw for members of Subaltern Electoral Organizations in the first quarter of 2023. It must explain how it will resolve the integration of the boards and tables for the elections due to absolute vacancies and possible recalls,” they highlight.

The Lopre establishes that during the first quarter of the year the CNE must select the voters to integrate the OES of the National Electoral Board (JNE). Specifically, they refer to the 24 regional electoral boards, the 335 municipal boards and the 71 parish electoral boards, together with the more than 29,000 polling stations.
In the letter sent by Súmate in March, they warned that the CNE had not informed about the day on which the public lottery would be held automatically to choose these voters, nor the status of previous actions that they had to carry out for this process, such as the elaboration of lists of eligible to comply with the electoral service, the estimation of the number of members to integrate the organisms and the purification of these lists.
“The delay in the execution of the aforementioned activities could be an indicator that, within the established legal period, it is difficult for them to fulfill their duty to carry out the draw for the selection of voters who must provide the mandatory Electoral service in the OES in this year 2023, as it happened in 2022,” the organization stressed.
On the other hand, they recalled that this process had to be public, so the CNE has the obligation to share the database of the members, carry out the draw randomly, respect the selection mechanisms, among other obligations indicated by the Lopre .
