JCE develops from this Tuesday extensive work agenda

The Central Electoral Board (JCE) As of this Tuesday, an extensive agenda is exhausted that will include meetings, public hearings and meeting deadlines for political parties.

For this Wednesday 9, the plenary session of the JCE will hold a audience with the parties, to whose representatives it will present a proposal for the organic restructuring of its National Directorate of Informatics, which includes technical advice. The meeting will be at 10:00 am in the courtroom of the JCE.

Once the positions or opinions of the parties have been collected, the Plenary will focus on knowing and approving the new structure and will proceed to the ratification or appointment of the deputy directors of said area, after presenting the professional profiles to the parties.

This Thursday the 10th expires the term granted by the Law 33-18 of Political Parties for political organizations to present their non-itemized budgets before the Specialized Directorate of Financial Control of Parties, Groups and Political Movements of the JCEdirected by Ramón Hilario Espiñeira Ceballos.

Pursuant to paragraph II of article 62 of the Law 33-18 of Parties: “During the first ten days of the month of February of each year, political parties, groups and movements with a vocation to access public financing will present, under penalty of losing such power, a general budget, not broken down, containing the programs to be developed in the year in question”.

To date, the parties have presented their unbroken budgets for this year 2022: Dominican Revolutionary (PRD), National Unity (PUN), Civic Renovator (PCR), Liberal Action (PAL), Liberal Reformist (PLR), Dominican Green ( VERDE) and the Independent Unity and Progress Movement (MIUP).

Law 33-18 provides that the State resources received by political parties and movements must be invested at least 10% in education and training expenses; 50% in operational administrative matters and 40% to support candidates for popular election positions in a proportional manner throughout the national territory.

Political parties also have until June to submit the income and expense reports for the past year 2021.

From the month of December 2020 to January of this year 2022, in the National Directorate of Informatics of the JCE There have been 17 vacancies, of which three correspond to deaths, two retirements or pensions and 12 resignations.

Of the vacancies, one corresponds to a deputy director who died in April 2021 as a result of COVID-19, and the other vacancies correspond to personnel who do not occupy positions of command or management or technical sensitivity, as reported by the JCE.

The Plenary, in response to the operational needs of the Information Technology Directorate, covered seven positions corresponding to the following positions: two deputy directorates; a technical assistant; two user supports; two technical supports; a project formulator and a project leader. Regarding the two subdirectorates, they will be submitted to the consultation process with the parties.
