The head of the Ceofan also informed that en the 2023 Catatumbo Lightning operation, the FAN dismantled a logistics camp on the border of the Semprún municipality, in Zulia state, which was used by irregular groups for illegal activities in the national geographic space.

The FAN has been carrying out operations since the beginning of the year to combat the presence of irregular groups in border states. On March 29, Domingo Hernández Lárez reported that a hostile plane associated with drug trafficking in Apure state was disabled. He indicated that the aircraft, the eleventh disabled so far in 2023, violated Venezuelan airspace, lacked a flight plan and had the transmitter disconnected.

Regarding these operations, the non-governmental organization Citizen Control He pointed out that the operations to disable and shoot down drug-trafficking aircraft that the FAN has carried out are opaque. For the NGO, the lack of an official record exacerbates doubts about the procedures.

Citizen Control estimated that in 90% of the operations reported by the head of the Strategic Operational Command of the National Armed Forces (Ceofan), Domingo Hernández Lárez, in the first quarter of 2023, the acronyms of the aircraft (registration) and 100% did not detail the fate of the crews and the alleged illegal cargo.
