It should be noted that the International Plant Protection Convention (IPPC), approved by the FAO Conference in November 1997, establishes the creation of a Commission on Phytosanitary Measures (CMF), with the objective of:
- Examine the state of plant protection in the world.
- Determine the necessary measures to combat the spread of pests to new areas.
- Establish regulations and procedures for dispute settlement.
- Adopt guidelines for the recognition of regional plant protection organizations.
- Cooperate with international organizations on matters covered by the convention.
