Mayors ask for participation in the construction of a new fiscal framework

The official opening will be this to haveTuesday (28) and to haveThere, according to the president of the National Confederation of Municipalities, Paulo Ziulkoski, the presence of the vice-president of the Republic, Geraldo Alckmin, in addition to ministers and the presidents of the Chamber, Arthur Lira (PP-AL), and of the Senate, Rodrigo Pacheco ( PSD-MG).

In the afternoon, a panel will gather the economic team of the Lula government – ministers Fernando Haddad (Finance) and Simone Tebet (Planning) -, in addition to the extraordinary secretary for tax reform, Bernard Appy, and the rapporteur of the group that discusses the theme in the Chamber, Aguinaldo Ribeiro (PP-PB). All will deal with tax reform.

federative pact

In this edition, considered the biggest of all by the CNM, the central theme of the debates is the federative pact. The mayors complain that they have not yet been invited to debate the new fiscal framework with the Lula government and, according to the president of the CNM, the tax reform will only advance if it has the support of the mayors. “The tax reform will only come about if the mayors support it. The federal deputies listen to their bases”, evaluated Ziulkoski.

One of CNM’s main defenses is a change in legislation so that the tax remains in the city where consumption takes place. Currently, the money goes to the municipality where the company’s headquarters are located.

“Here is the taxable event, here it falls, generated the tribute, here it was paid and here the resource remains. It is not appropriate as it is. It would be almost R$ 17 billion per year that we [prefeitos] We are failing to collect,” he argued.

Currently, two Proposals for Amendment to the Constitution (PEC) for tax reform that are being discussed in Congress are defended by the Ministry of Finance. They suggest the unification of various taxes and will not reduce the collection of municipalities, according to the federal government. The president of CNM stated that PEC 110 has a good part of the demands of the municipalities, but that it needs more details.

“In PEC 110 are practically 80% of our demands. If the rapporteur, he already said, accepts [o texto] from the 110, which he is promising to embrace, we can support tax reform. But first we have to see. I’m not here anticipating support. But the municipalities need it there, society, mainly, needs it “, he pointed out.

Another concern highlighted by the CNM leader was the impact of the measures – taken by the Executive and Legislative – on the municipalities’ coffers. In this sense, he highlighted that there is no more room for new impacts and that compliance with current measures will depend on a solution found with the federal government.

One of the examples given by the leader is the national level of nursing. Under penalty of not being paid due to lack of budget, if effective, the mayors argue that it should be accompanied by an increase in the Municipal Participation Fund (FPM).
