The administration of Daniel Ortega and Rosario Murillo made official on March 16 the dismissal of Lorraine del Carmen Martinez as Nicaragua’s ambassador to Brazil. The regime’s decision comes after the South American country offered Brazilian nationality to the 317 Nicaraguans who were declared stateless.
Through presidential agreement 23-2023, published in The Gazettethe dictatorship renders “no effect the appointment” of Martínez as “extraordinary and plenipotentiary ambassador of the Republic of Nicaragua before the Government of the Federative Republic of Brazil.”
The former ambassador had been in that diplomatic position since July 10, 2013, according to publication 142-2013 of the official Brazilian newspaper, which was annulled on this day.

For its part, the Ortega administration decided to leave its diplomatic delegation in Brazil without its highest representative and reduce bilateral relations to a “counselor minister with consular functions.”
Ministerial agreement 11-2023, of the Ministry of Foreign Affairs, appoints Gadiel Osmani Arce Zepeda in the position of counselor minister at the Nicaraguan embassy in that country.
It is worth mentioning that the Ortega Murillo regime made the same diplomatic movement in Panama yesterday, March 15. The canal country also offered nationality to Nicaraguans declared stateless.
On March 7, the permanent ambassador of Brazil before the United Nations Council for Human Rights, Tovar da Silva Nunesreported that the South American country is preparing to offer nationality to more than 300 Nicaraguan expatriates, and to support a dialogue as a constructive way to resolve the serious human rights crisis in Nicaragua.
Brazil “stands ready to explore how this situation could be dealt with constructively in a dialogue with the Nicaraguan government and all relevant stakeholders. The Brazilian government also received with deep concern the decision of the Nicaraguan authorities to deprive more than three hundred Nicaraguans of their nationality,” said the Brazilian representative before the UN Human Rights Council.
“Reaffirming its humanitarian commitment to the protection of stateless persons and the reduction of statelessness, the Brazilian government makes itself available to welcome those affected, under the special statute provided for in our migration law,” he added.
In addition, da Silva assured that “the Brazilian government follows with great concern the reports of serious violations of human rights and restrictions on the democratic space in that country, in particular summary executions, arbitrary detentions and torture of political dissidents.”
Like Brazil, the governments of Panama, Spain, Argentina, Chile, Mexico, Colombia and Ecuador have offered nationality to Nicaraguans expatriated by the Managua regime.
