He Ministry of Interior has presented a preliminary document with a comprehensive and preventive security strategy, made up of 15 measures. The objective is to work on the prevention of crime and the causes that originate it, not only on security and the current situation.
This plan will be discussed among political parties, academics, and other civil society actors, and it is expected to be finalized in May or June 2023.
One of the proposed measures is the creation of an information systemwith annual national victimization surveys, prepared by the National Statistics Institute (INE). The objective is to count beyond formal complaints and obtain data more precise about the criminal situation. The Ministry of the Interior also seeks to implement a policy of }available on the web, to ensure transparency in criminal statistics.
Social and community prevention
The document also proposes measures for social and community prevention, which will allow a gradual transition from purely police security to one in which other ministries and state agencies also participate. The creation of a comprehensive security cabinet is sought, to work in coordination and generate local security projects with neighborhood councils. In addition, it is intended to establish a pilot program of comprehensive care centers to work on specific solutions for local problems.
Other actions proposed refer to the prevention police and tertiary It seeks to improve coordination between the different police units, through the creation of a coordination office, for better attention and coordination in the attention of crimes. Likewise, the creation of a public policy monitoring and evaluation system for the treatment of people in a situation of deprivation of liberty. These measures are expected to allow a better reintegration of these people into society.
The mental health of police officers would also be ensured. “We propose the creation of a mental health unit, on the premises of the Police Hospital, the strengthening of the area of occupational psychology of the Ministry of the Interior and also strengthening the psychosocial support and guidance services,” said Diego Sanjurjo, advisor to the Ministry on issues security and criminology.
Finally, the creation of the Ministry of Justice is proposed, which would be implemented in the next administration. “There is no government opinion for its creation now,” said Interior Minister Luis Alberto Heber.
