Interior presented 15 measures to political parties
The Ministry of the Interior presented yesterday Monday to the political parties 15 measures to advance in the strategic plan for the prevention of crimes. In this third meeting between authorities and party representatives, the portfolio outlined the paths to follow after having received proposals in previous meetings.
Once the instance was finished, Minister Luis Alberto Heber affirmed that it is “a long-term job, long-term and the entire State.”
Heber indicated that one of the proposals is to create a Ministry of Justice (initiative of the Colorado Party), but that “nothing is confirmed.” “It is not a measure to implement now,” added the Secretary of State.
“We are very far from announcing the creation of ministries where we have already had the opinion of the President of the Republic [Luis Lacalle Pou] that there are no conditions for its creation in this period,” said the minister.
Both the mayor of Montevideo, Carolina Cosse, and the mayor of Canelones, Yamandú Orsi, have pondered in interviews the idea of creating a Ministry of Justice.
The 15 measures presented
According to the person in charge of the Comprehensive Citizen Security Program, Diego Sanjurjo, the 15 measures are grouped into four axes: information systems, social and community prevention, police prevention and tertiary prevention.
A technical assistance agreement was also proposed between the National Institute of Statistics (INE) and the Ministry of the Interior for the creation of open data and visual representation of criminal statistics.
Information systems:
– National annual victimization surveys, which would be carried out by the INE
– Technical assistance agreement between the Interior and the INE
– Open data policy
social prevention:
– Creation of a comprehensive security cabinet
– Neighborhood councils and comprehensive care centers
– Gender-based violence prevention program
Police prevention:
– Police occupational health system
– Problem-oriented community policing
– Training in work with vulnerable populations
– Targeted homicide prevention program
– Cybercrime prevention
Tertiary prevention:
– Creation of a Ministry of Justice (2025-2030)
– National strategy to reform the prison system
– Care program for prisoners with problematic drug use
– National Directorate of assisted freedom.
