The Minister of Economy, Sergio Massapresented this Wednesday the new Parenting Index (IC) that will be prepared by INDEC and anticipated that it will ask the Supreme Court that, as of its publication, it be used as a reference in litigation for alimony.

The Parenting Index will be a new survey of the National Institute of Statistics and Censuses (Indec) that will measure the cost of essential goods and services in the care of children and adolescents.

In this way, the new publication will reveal the cost of raising children on a monthly basis, with the aim of become a reference for Family Justice when setting child support quotas that parents must pay to cover the needs of their children.

“Through the IC it will be possible to inform judges, lawyers and organizations that work with children and youth so that their rights are fulfilled,” the Ministry of Economy detailed in a statement.

Currently, when establishing the fee, there is no legally determined amount, but it varies according to the expenses and needs of each case and the income of the parent, always according to the evaluation and interpretation of the magistrate.

In his presentation, Massa explained that In Argentina there are 3 million children and 1,600,000 mothers who do not receive the food quota that corresponds to them.

In this sense, the head of the Economy maintained that “$417.3 billion is the debt that this Wednesday is payable by mothers who suffer from economic violence to ignorance of Justice.”

Massa stressed that the decision to ask INDEC to draw up the Parenting Index is “to tell Justice, and society as a whole, that those 3 million kids need transportation to go to school and eat every day and it cannot be that they are subjected to their mothers borrowing and living in debt”.

“Those $417,000 million (that parents do not contribute) are the ones that end up going to borrow elsewhere,” added the minister.

Regarding the preparation of the Index and its publication date, official sources told Télam that the Ministry of Economy entrusted INDEC with “the construction of an indicator that values ​​a consumption basket for the maintenance and care of early childhood, childhood and adolescence”.

Within this framework, the official agency is developing the calculation methodology, which will contain the basic goods and services necessary to provide food, clothing and education, in addition to the care tasks required by minors for their integral development, according to the sources consulted specified.

In the act carried out in the Banco Nación Auditorium, the head of the Palacio de Hacienda was accompanied by the Minister of Women, Gender and Diversity, Ayelen Mazzina; the National Director of Economy, Equality and Gender, dark sun; the owner of INDEC, Marco Lavagnaand the owner of the official bank, Silvina Batakisamong others.

In line with the data provided by Massa, Prieto added that “in the third quarter of 2022 there were more than 1,600,000 women in charge of households with children and without the presence of a spouse (single mothers), which represents 11.7% of the total households.

In this sense, he specified that more than 3,000,000 children live in these homes, and among the heads of single-parent households, 26.1% had incomes below the poverty line and 4.6% had incomes below the poverty line. homelessness line.

According to Unicef ​​data, 50.2% of the households in which the father of the children does not live did not receive money as alimony in the last six months, and 12% only received alimony a few months.

For the preparation of the CI, it could be taken into account that 59% of single-parent households allocate more than half or almost all of their income to paying debts or arrears; and that 73% of these households use credit to buy food or medicine.

During his speech, Prieto maintained that the Parenting Index “comes to make this economic problem visible and put on the agenda and also creates a reference value. It will be a pioneering tool at a continental and world level as an official estimate.”

The maintenance fee is a mandatory sum of money that fathers or mothers who do not live with their children must send to the father or mother who lives with them.

The consideration is not only for food but also includes the expenses of maintenance, education, recreation, clothing, housing, health, and the development of a profession or trade.
