Debt refinancing program to be launched this month, the Desenrola Program will have a guarantee fund of around R$ 10 billion with resources from the National Treasury, said this Monday (6) the Minister of Finance, Fernando Haddad . This fund will cover any defaults given by people who participate in the renegotiation process.
Haddad provided the information after meeting with President Luiz Inácio Lula da Silva to discuss the details of the program. With the guarantee fund in that amount, said the minister, Desenrola will be able to renegotiate up to R$ 50 billion in debts of 37 million individuals.
According to the minister, Desenrola will be instituted through a provisional measure. Haddad also informed that the program, initially designed only for those who earn up to two minimum wages, will be offered to “all negative people”. He, however, said that those who receive up to this salary range will have a greater discount, banked with the guarantee fund.
“For this audience [que ganha até dois salários mínimos], there will be contributions from the National Treasury so that the discounts are very relevant”, declared the minister. A campaign promise from the current government, Desenrola is being developed by the Secretary of Economic Reforms of the Ministry of Finance, Marcos Barbosa Pinto.

Haddad provided more details of the program. According to the minister, all private creditors who adhere to Desenrola will need to give a discount to debtors. “Companies will enter the program based on the size of the discount they give debtors,” he said.
Desenrola, said Haddad, will seek to attract private creditors based on the probability of recovering the amounts owed. “The greater the discount offered, the greater the chance of the creditor receiving the debt”, said the minister. According to Haddad, President Lula approved the design of the program and “authorized the contracting of system development.”
“All companies that join Desenrola will need to give a discount,” he told journalists at the entrance to the Ministry of Finance, after a meeting with President Luiz Inácio Lula da Silva regarding the program, at the Planalto Palace.
According to the minister, Desenrola can only be launched after hiring the company that will develop the system. “The system is complex because it involves private creditors and creditors will join the program based on the size of the discount it can give to debtors, precisely those who have a negative CPF at Serasa or companies similar to this one”, declared Haddad.
