Plagued by allegations of domestic violence, the congressman and president of the Council of Ministers, Hector Valer Pinto, put on the discussion table the issues of trust and closure of Congress.
“If the president considers it, I will be the first silver bullet that Congress will spend,” Valer pointed out, in an interview he offered to the journalist Rosa María Palacios, through Santa Rosa radio. He repeated the phrase again in the conference he offered at noon to the press in general.
“If they don’t give us the vote of confidence, we will comply with what Congress says. We will leave and the cabinet will be restructured. And they will have lost the first silver bullet in Congress, so that later the President of the Republic uses the golden bullet and dissolves Congress”, he explained.

Although he then noted that his intention is not to close the Congress, since it has been entrusted to agree with the economic, political and social sectors and that confrontations do not allow progress.
Héctor Valer made these statements when responding the complaints of family violence that his wife and daughter filed in October 2016. The premier tried to downplay, minimize and even ignore these complaints.

“I have come to defend my honor and dignity to tell Peru that I am not an abuser, that I am not one who hits, that I am not what the complaint at the police station says,” he said at a press conference. “I was never aware, until now, of the complaint. My daughter never told me. It is true that I called my daughter’s attention, But I never hit her.” he explained. Valer put as evidence the legal aspects of the process, such as the lack of statements from the victims and the fact that a sentence has not been issued against them and that the court did not grant protection measures in favor of the daughter.
He stressed that the court’s resolution would be null because allegedly the forensic medical certificate “could be falsified”, because in the file there is neither the signature nor the declaration of his daughter or his wife.
In this context, He indicated that he does not intend to resign from the premiership as requested by various personalities, congressmen, political forces and social organizations. “If you found any reliable evidence, judicially sentenced, I would resign on the spot, but since it is not true and since there is a political background here, I will be a tough nut to crack,” he said.

The President of the Council of Ministers also denied the other acts of social violence that the residents of San Borja and the guardian of a garage have denounced.

But against his words of defense there are the police documents and the judicial file where the complaints of physical attacks filed by his wife and daughter were collected, on the morning of October 22, 2016.
The daughter Catherine Valer recorded that on October 21, at 11:30 p.m., she was attacked by her father, “who slapped him, punched him, kicked him in the face and different parts of the body and pulled his hair.”

While Ana Montoya, who died on October 6, 2021, stated that That same night, her husband “punched her in the face and pushed her to the ground.”
The story did not stop there. The police sent both women for exams at the Institute of Legal Medicine and informed the prosecution, which led to the granting of guarantees.
A judge analyzed the complaint and the results of the medical examination. Based on which he ordered the police to grant protection measures to Ana Montoya. The daughter was not granted any measure, since she would not have gone to the Institute of Forensic Medicine.

The existence of police and court documents prove the fact of family violence. They also identify and credit the alleged aggressor with all their personal data. What would not exist is the criminal sanction for family violence, but it does not deny the existence of the violent act.
The congressman and premier also denies that he has attacked the guard of a garage in San Borja. But La República was able to obtain yesterday a copy of the police report and the testimony of the brother of the person attacked.

Héctor Valer is not the only minister who has a history of family violence. Defense Minister José Gavidia also files a complaint for family violence at the San Borja Police Station, presented by his wife in September 2021.
According to the police report, the wife denounced that Gavidia accused her of being unfaithful and harassed her inside the house they both shared. “Personal issues really are personal. I have a very personal issue, there will probably be some interrogations”, declared the Minister of Defense.
