The candidate for the Ciudadana Concertación primaries, César Pérez Vivas, was open to the idea of using voting machines supplied by the CNE, without the use of fingerprint scanners and with the counting of 100% of the ballots.
He candidate to the presidential elections César Pérez Vivas said that he advocates a manual primary election process with automated transmission. The leader does not rule out the support of the National Electoral Council (CNE).
He reiterated his support for the work carried out by the National Primary Commission and indicated that “we are going to have to request some assets that belong to the Electoral Power, that are not from the PSUV, for example, the Permanent Electoral Registry.”

He stressed the importance of making use of the tools that the National Electoral Council can offer for the elections, without bias.
Pérez Vivas criticized opposition leaders who have rejected any possibility of the Electoral Power participating in the primaries. He did not name the political leaders he was referring to.
“How long does it take for a National Commission of Primaries to put together an electoral registry in Venezuela and abroad? There are people who lose their minds and say “we don’t want the CNE to get involved in anything.” Neither so bald nor with two wigs, you cannot reach an absurd radicalism like that, “he emphasized.
The former governor of Táchira also established a position with respect to the voting centers, considering the schools arranged by the Venezuelan electoral body as the first option. In this sense, pointing out that he is in favor of voting in schools, he said he had no problem with technicians analyzing other mechanisms for transmission, the security of the facilities, and the financial capacity to set up the system.
