In 2010, the PLRA board authorized the purchase of a property located on Iturbe street, between Manuel Domínguez and Teniente Fariña, for the expansion of the party premises. The owners of the property agreed to sell the land with the PLRA authorities. Only 25% of what was agreed was paid. The heirs of the legitimate owner denounce that they were cheated by the liberal leaders and stripped of their property. The owners of the property, the Zelada Fisher family, were the ones who offered the property for the sum of G. 540 million (just over 100 thousand dollars at the exchange rate at that time). After her death, in 2011, the widow Juvencia Fischer tried to close the business with the PLRA under certain conditions for collection.
The La Caja Negra team accessed the story of the couple’s son, Alcides Zelada Fisher, who recounted the details of the negotiations with the PLRA leaders. This was done through the liberal Aníbal Franco, who put them in contact with the then president of the political party, Amanda Núñez, and the treasurer Ramón Gómez Verlangieri. At the request of the liberals, it was agreed to make the transfer with the notary Maribel Esteche.

Regarding the payment, it was resolved to give 108 million guaraníes in check to the widow and the remaining 432 million guaraníes to be executed in stages. Half was going to be paid after the transfer of rights in favor of the PLRA and the other part after a judicial measure. Despite the fact that the conditions imposed were met, the family was unable to receive the money that had been deposited at the notary, according to the complaint.
Over the years, Mrs. Juvencia Fischer fell into a deep depression due to the loss of her property and not getting paid in full for the sale. To this was added an event that marked her deeply: the crime of Rodrigo Quintana, which occurred in 2017 inside her party headquarters.
Mrs. Juvencia’s family did not want to take legal action against the PLRA for non-compliance to avoid creating more conflicts and concerns for the elderly woman, so they opted instead to send collados to those who did not comply with what was agreed.

It was thus that they began to send collation to Amanda Núñez, Ramón Gómez Verlangieri and the notary Justina Maribel Esteche. The Zelada Fischer family also tried to contact the notary, but without getting any answers from her. Who they were able to meet with was Gómez Verlangieri, but without reaching a solution.
Gómez Verlangieri responded to one of the collados that the PLRA complied with the agreement, which established that the money would be in charge of the notary public Esteche, leaving the delivery of the remaining amount exclusively once the requirements had been fulfilled. requirements agreed in the contract of sale and assignment of rights and shares.

While the notary Esteche responded to the collados, pointing out that in the notary office under her charge “there is no documentation that is related to compliance with the obligations established in the public deed” and that she did not receive “any request from the buyers for any procedure” .
One piece of information that the Zelada Fischer family does not let go unnoticed is the record that the notary Maribel Esteche already has, since she, together with the former president of the INDI, Rubén Quesnel, was sentenced to 2 years in prison with suspension of the execution of the sentence for the irregular sale of 25,000 hectares of land belonging to the Cuyabia Ayoreos native community, for a value of G. 1,250 million. According to Justice, the woman acted as an accomplice when transferring the property.
After a decade of the sale agreement, the Zelada Fischer family is still waiting for the PLRA to honor its commitment and pay everything agreed, otherwise it will vacate the site and return the property.

Mrs. Juvencia Fischer passed away last year and after this, her children resorted to Justice to claim that they are the legitimate owners of the property that the Liberal Party now occupies, considering that their mother was a victim of fraud when she was robbed of her home.
The family initiated a collection action against the Liberal Party, but strikingly in the Judiciary the file disappeared, where the original document of the transaction was and which would have been the only copy of the agreement.
The current president of the PLRA, Efraín Alegre, is aware of the claim being made for the party headquarters, but ignores it, despite being responsible for the finances of the political nucleation. The family hopes that the Liberal Party will evict the looted site because otherwise the scam will take place.
