The recent change in the ministerial cabinet brought with it a new head in the Ministry of Economy and Finance (MEF): Oscar Graham Yamahuchi. This official, who assumes one of the most important portfolios, was no stranger to the MEF, since he had served as general director of Financial and Private Pension Markets of the institution for 11 years.
About the new head of Economy, the former minister of Luis Miguel Castilla indicated that “it has been the most successful decision” of President Pedro Castillo, due to “his high career.”
However, he indicated that he will not have an easy road and explained that one of the challenges he must take on is to promote investment and public-private partnerships.
“This is the government’s last chance to really begin to govern, because what we have seen these six months has been a failed government.”, Held.
He indicated that in order to generate trust, the government must “leave the Constitution alone”, and pointed out that the new Minister of Economy will have to “deal” with everything that attempts against the generation of trust.
Likewise, he considered that, in his opinion, Graham will project a medium-term agenda that resumes the competitiveness agenda.
One point that must be worked on, assured Castilla, is in how to make Peru enter the OECD. In tax matters, he specified that “beyond increasing taxes, they must ensure that Sunat collects and the law is complied with.”
“The Executive is the source of uncertainty and pessimism that this cabinet does not fully resolve with the honorable exception of the Minister of Economy and perhaps a couple of other positions,” he said.

For its part, The also former head of the MEF Alonso Segura welcomed the appointment of the new head of Economy, but considered that it is a “mole” within a questioned cabinet “.
“We can hope that the MEF’s decisions and proposals are reasonable, but it will probably have some discrepancies within the cabinet. I sense that they will not make life easy for him,” he asserted.
In this sense, he considered that it is important that the head of state give him his support so that the uncertainty and fears are dissipated.
“The president has to cut the cake, and if he sees that there are discrepancies, he should support the positions of the MEF. The only good thing about this cabinet is the change in the Ministry of Economy”, he specified.
Segura stated that the challenge now is how to encourage private investment and develop a medium-term agenda to maintain sustainable growth, which, he considered, should have been done from the beginning of the administration “but there was none of that.”
