Dr. Polanco recalled that he spent 24 months waiting for a response from Pepca, the Constitutional Court (TC), JCE and the Judiciary, among other instances, and they never responded to the evidence he presented, and that is why he filed the complaint in the US because it was in territory where the crime was committed.
