A member of the Los Heraldos 1988 promotion of the defunct Peruvian Investigative Police (PIP), General Vicente Tiburcio was number 4 in the chain of command in the National Police, and upon being appointed commander general, he will be promoted to the rank of lieutenant general. .
With the appointment of General Tiburcio, the director of the National Police Training School, General Victor Lostanau Fuentes, number 5 in the ranking, will fulfill the duties of deputy general commander of the PNP, and the head of the Fiscal Police Directorate, General Luis Vera Llerena, number 6, will take over as inspector general.
Like General Vicente Tiburcio, Generals Lostanau and Vera will be promoted to the rank of Lieutenant General to form the new National Police Command.
General Vicente Tiburcio was part of the 86 detectives of the Special Intelligence Group (GEIN), a unit that dismantled the leadership of the Shining Path terrorist organization, headed by Abimael Guzmán Reinoso, being recognized as a “hero of democracy.”

General Vicente Tiburcio is one of the five Police generals who, according to former Interior Minister Avelino Guillén, were on the list of 20 generals who were going to retire due to renewal of cadres at the proposal of the then Commander General, Javier Gallardo. , on November 10, 2021.
For Guillén, Vicente Tiburcio, like Generals Víctor Lostanau Fuentes, Óscar Arriola Delgado, Jorge Angulo Tejada and Óscar Serván López, should remain in the police institution as he considered it operational and efficient. Finally, only four were saved from the purge and Serván López went into retirement.
The constant disagreements between Guillén and Gallardo caused a crisis within the National Police, and instead of the waters calming down, they became turbulent when General Javier Gallardo presented the proposals for the changes of placement of the generals to the new positions in the different police units.
Avelino Guillén again observed General Gallardo’s approach and noticed that General Vicente Tiburcio, like other generals, was being removed from his post. Therefore, he proposed that Tiburcio be ratified as head of the Criminal Investigation Department (Dirincri), which produced a confrontation with Gallardo that reached the ears of President Castillo.
For Gallardo, former Minister Avelino Guillén was attacking the line of command in the National Police, because Tiburcio, due to his hierarchy and seniority, was the head of the National Directorate of Criminal Investigation (Dirnic), which has control of all specialized units.
Seeing that there was no understanding and the problems were becoming more acute, Avelino Guillén suggested to President Castillo that Gallardo retire, and since he received no response, he presented his irrevocable letter of resignation.
On Sunday, January 30, Guillén, accompanied by ex-premier Mirtha Vásquez, met with President Castillo at the Government Palace. Guillén proposed Lieutenant General Martín Parra as Commander General, but the president did not accept.
