"Populism" of Congress does not reactivate the economy

In the midst of the political and social crisis that the country is experiencing, there are that far from presenting projects that help solve the problem, in recent months they have developed populist initiatives that do not contribute to the reactivation of the economy that is hit today.

One of these proposals is the one presented by the Podemos Peru bank (project 4201) that proposes the withdrawal of up to 4 UIT (S/19,800) from individual AFP accounts. Continuing with the Private Pension System, Perú Bicentenario presented initiative 4190 that proposes that affiliates can draw up to 3 UIT (S/14,850).

Another initiative that is on this list is the one that prohibits commercial establishments, supermarkets, self-service stores, warehouses, and businesses from selling reusable bags that have their names, phrases, slogans, or characteristic colors printed on them. This is project 3896 and it belongs to Peru Libre.

On the other hand, the Labor and Social Security Commission, approved a few days ago a proposal that eliminates the labor regime of non-traditional export workers.

NO IMPACT

In this regard, the former Minister of Economy and Finance, David Tuesta, assured that none of the aforementioned projects is aimed at addressing the most urgent problems facing the country, but they do have a populist overtone.

“Instead of thinking about measures that help Cusco, Puno, to the south, they are thinking about nonsense. The congressmen seem to be on another planet, in a country that does not face difficult problems, ”he assured this newspaper.

For example, he pointed out that the proposal that companies cannot sell bags with logos breaks the companies’ sales and marketing strategy.

Likewise, he reiterated that there is no justification for a new withdrawal of AFP funds, since he recalled that it has already been touched up to six times.

Regarding the regime for non-traditional export workers, the former minister assured that this discourages hiring.

“They want to take measures that what they do is hurt private investment and the possibility of generating more jobs, more income and less inflation,” he stressed.

For David Tuesta, what is needed are projects that facilitate more flexible issues for work activity and decentralization.

Meanwhile, labor activist Ricardo Herrera pointed out that Congress is not thinking about the impact of the proposals they present, and agreed with Tuesta that Parliament’s proposals can create a disincentive in hiring people, also taking into account that adequate employment does not recover from the pandemic.

For this reason, he considered that it is necessary for legislative proposals to pass through the Constitution Commission before being approved.

“I am in favor of the projects going through the Constitution so that there is a kind of filter of constitutionality,” he said.

Podemos Peru presented a project so that members of the Pension System can have up to 50% of the accumulated funds in their accounts for the initial payment of the purchase of their first property.

Peru Libre has presented a project to create the commercial, industrial and technology free zone of the department of Puno. The proposal is in the Economy Commission.
