Minister Cordero reiterates the importance of notary reform: “It is inevitable, especially in matters of appointment”

The Minister of Justice and Human Rights, Luis Cordero, once again addressed the reform of notaries and assured that “we must move forward for convenience and conviction” in the “denotarization” of procedures, appointment system, supervision and control, and quality of service.

in conversation with CooperativeCordero declared that “on the subject of the reform of notaries and conservators in more structural terms, I believe that there is an agreement that it is a reform that has taken a long time and that it is necessary to address it with some speed. But there is a situation that there is no to ignore and that I believe that this is an opportunity that all the institutional actors involved should take advantage of”.

“One of the changes that is going to have with probability, because it is an issue in which there is a broad consensus of all the political orientations, of all the specialists, but also of the Supreme Court, in what is called in the transformation of the judicial government,” he added.

Complementing the above, the head of Justice addressed that “to change the judicial government is to change the appointment systems and, therefore, this also affects auxiliaries in the administration of justice, such as notaries and conservators. What I have said is than for convenience and conviction, but this reform is an inevitable reform, especially in matters of appointment”.

On the other hand, Cordero indicated that there are “two major projects” in the notarial system. “The first has to do with eliminating the requirements of procedures that the legislation currently imposes for notarial procedures that, given the technological evolution and the cheaper and alternative substitutes that citizens have, must be eliminated,” he said.

Meanwhile, the second point has to do with the structural reform of the system of notaries and conservators, which for the head of Justice must be addressed in three aspects. “The appointment regime, so that it is transparent and competitive; secondly, what has to do with the quality of the service; and thirdly, what has to do with supervision and control,” he commented.

“Given that we have an environment of very significant changes, the system of notaries and conservators has to be reformed,” Minister Cordero concluded.
