Tarre denies Figuera’s accusation of “unilateral termination” as a representative to the OAS

The president of the National Assembly elected in 2015, Dinorah Figuera, insinuated that the takeover of the Venezuelan embassy in the United States by the US authorities was due to the resignation of Gustavo Tarre and Carlos Vecchio as representatives of the Republic before the OAS and Washington, respectively


The former ambassador of Venezuela to the Organization of American States (OAS), Gustavo Tarre, denied that his removal from this position was a “unilateral” decision as stated hours before the president of the National Assembly (AN) elected in 2015, Dinorah Figuera.

In his denial, he affirmed that Carlos Vecchio, former Venezuelan ambassador to the United States, did not make a unilateral decision when leaving his post either. He argues that, in both cases, the cessation of their functions as representatives of Venezuela is due to the fact that his appointments were annulled after the dismissal of Juan Guaidó as interim president and the disappearance of this figure with executive power.

«Neither Carlos Vecchio, nor I, nor any of the ambassadors who represent the Interim Government of Juan Guaidó resigned. Our designations were left without effect the day the Statute governing the Transition entered into force, “he clarified.

Tarre’s comments come hours after Figuera reacted to a news published by bloomberg on the takeover of the diplomatic headquarters of Venezuela by the United States.

“This decision is the product of the unilateral decision to dismiss Vecchio and despite this, the American authorities have proceeded within the framework of the law but in tune and permanently communicating and recognizing the representative of the legitimate National Assembly,” said the deputy.

Faced with the accusation, Tarre recalled that the statute indicated that only the officials of the Board of Directors of Expenditure, now under the figure of the Board of Administration and Protection of Assets, would remain as officials appointed by the AN of 2015; in addition to the ad hoc meetings of the Central Bank of Venezuela (BCV) and Petróleos de Venezuela (PDVSA).

The document contemplates the possibility of designating “international representatives” who would replace the ambassadors and diplomatic representatives previously designated by the interim.

Tarre also reasoned that, in the absence of an interim government, it is impossible to comply with the OAS regulations, since they indicate that its Permanent Council must be made up of “a representative from each State or member, specially appointed by their respective government,” which which does not happen if the National Assembly does not have executive powers.

According to the former official, he complied with the norms established in the statute and on February 1, together with Vecchio, they handed over the assets and real estate belonging to the State to Ferando Blasi, member of the Board of Administration and Asset Protection.

All of this is recorded in delivery certificates duly signed by the parties, accompanied by the corresponding inventories. Commissioner Blasi formally took possession of the ambassador’s residence to the OAS and received the electronic access codes,” he added.

In addition, he assured that no member of the National Assembly made any mention of the “coordination and communication” with the United States authorities to deliver the goods, as Figuera stated.
