An international organization considers that the Nation’s prosecutor and his entourage “face a serious risk in Peru” due to the crisis.
The Inter-American Commission on Human Rights (IACHR) granted, through a resolution issued on February 6, precautionary protection measures in favor of the National Prosecutor, Liz Patricia Benavides Vargas and his family nucleus, after considering that “they are in a serious and urgent situation, taking into account that their rights to life and personal integrity are at serious risk in Peru.”
The IACHR highlighted the current context for what the country is going through and particularly in the activities carried out by the head of the Public Ministry considering that their actions “are notorious, visible and of high public interest for various sectors of society.”
“It was considered that Liz Patricia Benavides Vargas and his family nucleus are at risk due to the current context of institutional crisis and due to the investigations he is carrying out as an authority at the head of the Office of the Attorney General of the Nation,” reads the resolution.
On the other hand, the international body said it recognized and appreciated that material protection is being given to Patricia Benavides including the increase in the team of people that make up your security. However, he stressed that, given the situation, it is estimated that this “would not be enough, and its increase would have been denied.”

In addition, he denounced that there would be “a public campaign promoted by social and political sectors that seek to discredit it by misinforming about the management decisions of the prosecutor.”
On the other hand, Patricia Benavides He says that he received a message to his email from a man identified as the person who is “inciting social disorder in the country and accuses the prosecutor of causing him harm.” Next, she points out that Pedro Castillo would be “holding the Prosecutor’s Office responsible for what happens in the country requesting new elections and ignoring the new president”.
IACHR requests that “necessary measures” be adopted to guarantee the integrity of the prosecutor
Finally, when analyzing the factual and legal allegations of the parties, the Commission requested Peru to adopt “the necessary measures to guarantee the rights to life and personal integrity of the persons identified as beneficiaries” such as the case of Benavides Vargas.
In the same way, it requests that the measures to be implemented be agreed and, in addition, that information be provided on “the actions carried out in order to investigate the alleged facts that led to the adoption of this resolution, and thus avoid their repetition.”
“The granting of the precautionary measure and its adoption by the State do not constitute prejudgment of a possible petition before the inter-American system in which violations of the rights protected in the American Convention and other applicable instruments are alleged,” it specifies.
