Government and Caixa sign protocol to assist indigenous peoples

The Ministry of Development and Social Assistance, Family and Fight against Hunger and Caixa Econômica Federal signed today (7), in Brasilia, a protocol of intentions for specialized assistance to indigenous peoples in the states of Amazonas and Roraima.Government and Caixa sign protocol to assist indigenous peoples

The objective is to benefit indigenous families from remote regions, with financial inclusion and reception and guidance for receiving Bolsa Família and other government actions in partnership with a public bank.

Caixa will partner with the Social Assistance Reference Centers (CRAS), city halls and other local entities to provide closer assistance to these communities. In some locations, the bank plans to open lottery units and bank branches, in addition to expanding remote service.

The Minister of Development and Social Assistance, Family and Fight against Hunger, Wellington Dias, said that the government wants to make investments in communication and internet, via satellite or solar energy towers to make more service points possible. According to him, the intention is also to set up a Caixa service point in the Surucucu region, closer to Yanomami communities, which are currently experiencing a humanitarian crisis.

The air base in Surucucu will be restructured so that it can receive larger planes. The measure will make it possible to take the infrastructure for various services to the population.

In Roraima, Caixa actions begin this Thursday (9), with the arrival of the Caixa Truck in Bonfim (RR). He stays in town until February 24th. The mobile unit, which provides the same services as an agency, will pass through three other cities until April, with periodic routes being maintained in these municipalities. They are: Normandy, from 02/27 to 03/10; Amajari, from 03/13 to 03/24; and Mucajaí, from 27/03 to 06/04.

According to Caixa, in Roraima the actions include 10,000 indigenous families in seven municipalities. Bonfim, in addition to being the truck’s route, will be the headquarters of a new branch.

In Amazonas, the initiative includes 20,000 indigenous families in eight municipalities. São Gabriel da Cachoeira will have a new lottery unit and will receive a new Caixa agency. Santo Antônio do Içá, Amaturá, Santa Isabel do Rio Negro, Tocantins and Eirunepé will have periodic visits by Caixa employees for specialized assistance.

According to the president of Caixa, Rita Serrano, 50,000 Caixa debit cards will be delivered to the population of the region, on an emergency basis. Subsequently, these cards will be replaced by Bolsa Família cards, which will no longer be just withdrawal cards and will become payment cards, with a debit function.

The announcements took place during the meeting of Caixa’s service network managers, this Tuesday, in Brasília. President Luiz Inácio Lula da Silva was expected at the event, but did not attend due to scheduling incompatibilities. He was represented by the Minister of the Civil House, Rui Costa.

During his speech, Costa said that, next Tuesday (14), President Lula will relaunch the Minha Casa, Minha Vida Program, with priority given to assisting families in bracket 1, with lower family income.

According to the minister, there are 120,000 homes in that range that are at an advanced stage of construction, but at a standstill. The government’s objective is to resume these works and deliver 80% of these units in the first half of 2023.

Caixa also created a working group focused on the return of the housing program. Minha Casa, Minha Vida uses resources from the Severance Indemnity Fund (FGTS), which is administered by Caixa.

Together with the Ministry of Development, the bank is also working on reviewing those enrolled in the Cadastro Único, which is the register of families for inclusion in federal government social programs. According to Minister Wellington Dias, the government is working on issuing a provisional measure that will establish the guidelines of the new Bolsa Família.

Finally, still in February, the Cities and States Rooms will be created in Caixa’s regional offices in 13 Brazilian capitals. The exclusive spaces are dedicated to serving public managers and have specialized technical staff to provide institutional and business advice to mayors and governors.

Debt renegotiation

The Minister of Finance, Fernando Haddad, was also at the event at Caixa and said that, soon, the government should launch Desenrola, a program aimed at renegotiating small debts. According to him, around 70 million people have their names negative in credit control bodies, with 50 million earning up to two minimum wages.

“If you do not untie this knot of high debt in the post-pandemic period, you will not restructure the lives of these families. We could be talking about 100 million Brazilians, because we could be talking to families of four, five people”, he said.

The program is not ready yet, but it had already been announced by the minister and will be carried out in partnership with the Brazilian Federation of Banks (Febraban).
