Petro's roadmap for his four years of government

The government of Gustavo Petro delivered this Monday its Development Plan ‘Colombia world power of life’in which the road map that the Government seeks for these four years is outlined.

(The bills that will be debated in extra sessions of Congress).

The document, which proposes investments for the next four years for $1,154.8 billion, it stands out for granting extraordinary powers to the President in areas such as the issuance of regulations that strengthen the Superintendence of Companies; to issue decrees with the force of law, in order to modify the programs of Families and Youth in Action and to create a public entity to improve neighborhood roads.

Social policy is one of the fundamental axes proposed by the Development Plan, and for this reason the document contemplates the creation of a Transfer System, under the direction and coordination of the Administrative Department for Social Prosperity (DPS).

Through this, the Government hopes to articulate the policies, programs, plans and projects aimed at the delivery of transfers for the population in conditions of poverty and vulnerability. This will be done not only through monetary subsidies, but also in kind, to guarantee the human right to food of said population, through the creation of a new program: ‘Zero Hunger’. In addition, the Development Plan establishes that the DPS will count until December 31, 2023 to “define, regulate, and implement the harmonization of existing cash transfer programs.”

The novelty in the project is that it is structured around five strategies or ‘transformations’, as the Government has decided to call them. These are land use planning around the water; human security and social justice; human right to food; productive transformation, internationalization and climate action; and regional convergence.

The director of National Planning, Jorge Iván González, indicated that if structural changes are wanted, projects of the same level are needed. “Planning has fulfilled its function. Colombia hopes that Congress bets on big projects”he assured.

Vice President Francia Márquez indicated that a National Development Plan Built from the territories is being presented.

For his part, the Minister of Finance, José Antonio Ocampo highlighted the joint work to be able to publicize this document.

“The bill contains a large number of useful instruments for economic, social and environmental progress. In addition to the multi-year investment plan”Ocampo said during his speech.

For the former director of the DNP, Tatyana Orozco, the National Development Plan, “Regardless of how it is structured, its purpose is to outline those lines of work or challenges that the country and the Government have going forward. The Plan should serve as a log to know the government guidelines and adjust the lanes”.

On the other hand, the former Director of Planning, Esteban Piedrahita Uribe, highlighted that the thematic novelty of this Development Plan is something to highlight, “in the sense that on previous occasions it seemed like a quilt with many patches”. However, he indicated, this too “It may imply a loss of room for maneuver for the Government because the plan is sometimes used to correct or modify issues that require it.”

Finally, the President Gustavo Petro said that part of the change proposed by his government is to produce.

This Monday, the Ministry of the Interior published the decree calling for the extra sessions, in which it is highlighted that, with the exception of the National Development Plan, no key reform (health, pensions and labor) will be made in this period that ends on 15 of March.
