Congress is not interested in solving the political crisis

There is no agreement and, what is worse, it seems that there is neither the spirit nor the urgency of the congressmen to reach it and find a solution to the political crisis. This is the only way to understand that despite the social and political upheaval that the country is going through, the different groups represented in the they have not reached, until now, a consensus on the legal formula that would make a reduction of the presidential and congressional mandate viable.

Despite the fact that the session was supposed to resume yesterday at 11 in the morning, that never happened. The disagreements between the blocks forced the postponement of the plenary session, first for 4 in the afternoon and then, again, for today at 11 in the morning.

The measure was taken at the request of the head of the Constitution Commission, Hernando Guerra García, who concisely confirmed that some points needed to be “fine tuned”. “It is a matter of talking more and giving the country a break. (…) Agreements are not reached quickly and they do not depend on me but on reflection, ”he added.

In the interim of their meetings with spokespersons and congressmen, Guerra García and the leadership of the Constitution group went to the PCM to meet, for fifty minutes, with Prime Minister Alberto Otárola. According to the Fujimori legislator, the meeting was to “contrast” the Executive’s proposals with those of the benches on the advancement of elections. As for his conversations with the blocks, he did not give up on what the points of agreement would be or on the disagreements.

Legislator Roberto Chiabra, from Alianza para el Progreso, shed light on the matter. In Perú21TV he revealed that there are extreme positions: the left, which wants to impose its proposal for a referendum for a Constituent Assembly, and the right, where there is no agreement on the date of the elections: they are considering October and December; others, such as Renovación Popular, want to remain in the seat until July 2026.

ELECTIONS WITH TRAP?

In the midst of this lack of political detachment from the parties, another alternative emerged yesterday: complementary general elections. Under this modality, the President of the Republic and elected congressmen would only complete the remainder of this five-year term, that is, their mandate would be until July 2026. Luis Aragón, from Acción Popular, reported that this approach came from his group, but did not He recognized that the possibility of re-election of the current congressmen has also been included. This section would have been the harvest of the Magisterial Block and its 10 votes would be conditional on its acceptance. Under this scheme, the elections would be held in December, a possible second round would take place in February 2024, and the elected authorities would take office on April 1 of the following year. But they are all proposals and there is not, at the moment, a definitive substitute text. We are still in limbo.
