Trade Union Council asks to respect institutions in public services

The National Trade Union Council told the Government that it invites it to work together, without violating the current institutional framework, to avoid jeopardizing the provision of public services for Colombians

“The National Trade Union Council expresses its concern regarding the decisions announced by the National Government to assume the functions of regulation, today at the head of the regulation commissions and invites the strengthening of the system for the provision of residential public services without breaking the current institutional framework, which would put the sustainability and provision of services and the country’s competitiveness at risk,” said the union of unions.

(See: Regulatory risk in public services bills ISA and GEB).

The current system of home public services is the result of a modernization that began in the nineties, and responds to the rules and principles contained in the 1991 Constitution. Since then these services have been provided by the State and by individuals, who have coexisted harmoniously with a regulation that has responded to the social purposes of the State.

According to official figures, during the last In three decades, electricity service coverage has increased from 85% to 97%in access to drinking water it has gone from 76% to 93%, in sewerage the coverage has been expanded from 61% to 90% and finally for the natural gas service it went from a coverage of 17 % to 67%.

The Council stated that, with this, “a solution has been provided to the unsatisfied basic needs of millions of Colombians, reducing inequality gaps and improving the quality of life of millions of households“.

And I add: “The challenges still exist in terms of coverage and quality can be addressed collectively, building consensus within the current institutional framework, guaranteeing the criteria of economic efficiency, neutrality, solidarity, redistribution, financial sufficiency, simplicity and transparency of content in the law. Failure to do so means inevitably jeopardizing the provision and quality of public services, which would have an impact on both the quality of life of Colombians and the country’s competitiveness.”.

Finally, the Trade Council invited to continue working within the framework of the Constitution and the law with the aim of solve coverage and quality challenges across the country Y “In this way, continue consolidating the great achievements that have been built in terms of home public services, always keeping in mind the purpose of improving the quality of life and dignity of Colombian families.“.
