ORIGINAL NOTE
The plenary session of the Congress of the Republic will debate this Monday, January 30, the reconsideration of the bill proposed by the early elections for this year 2023. This, after last Saturday, Parliament rejected the initiative with 45 votes in favor, 65 against and two abstentions.
The day before, President Dina Boluarte spoke through a message to the nation and asked the legislators to reflect on their votes, in such a way that the advancement of elections for October is approved.
Along the same lines, the head of the Board of Directors, José Williams Zapata, also called for making a “responsible” decision.
“Congress will debate this Monday the reconsideration of the bill that approves the advancement of the presidential and congressional elections. I urge parliamentarians to reflect responsibly on the decision to be made, ”he wrote on his Twitter account.
What did Dina Boluarte say about the early elections?
If the advancement of elections to 2023 does not prosper today in Congress, he will present two legislative initiatives for constitutional reform, the first of them so that the general elections take place this year.
He explained that the vote would take place on the second Sunday of October, shortening the period of the Andean government, Congress and Parliament.
The president indicated that in the second proposal she will propose that the next elected Congress entrust the Constitution Commission with the total reform of the 1993 Constitution.
The latter was refuted by the constitutionalist Víctor García Toma, who pointed out that an Executive project is not required for the total reform of the Constitution. “That is carried out from Congress or by citizen initiative,” he commented.
In turn, the also constitutionalist Samuel Abad asserted that it is not a “novel proposal” and is based on a law promulgated during the government of Alejandro Toledo.
“It is not a Constituent Assembly, but it indicates that Congress assumes the total reform of the Constitution. If it is approved, it should be ratified in a referendum, ”he explained.
