President Luiz Inácio Lula da Silva is expected to sign, tomorrow (31), decrees that create the Social Participation Council and the Interministerial Social Participation System. The event is scheduled for 11 am at the Planalto Palace.
According to the Presidency of the Republic, the measures “inaugurate the reopening of dialogue between the federal government and social movements, after years of dismantling structures of popular participation”. With this, the government wants to reaffirm its commitment to maintain permanent dialogue with social movements and civil society organizations in the construction of public policies.
The first decree to be edited deals with the creation of the Social Participation Council. Established during the transition, the council gathered, at the time, 57 popular movements, civil society entities, forums and spaces for political and social articulation representing the entire country, and functioned as one of the thematic technical groups in the transition.
“The group produced a detailed diagnosis on the scenario of social participation in the country in recent years, and presented proposals for the resumption of institutions and instruments of popular participation in the elaboration and control of public policies”, informed the Presidency.
Among the proposals was the reformulation of the current structure of the General Secretariat of the Presidency. Now, the portfolio’s new functions are centered on coordinating dialogue with civil society entities, to ensure social participation in the formulation and execution of public policies.
During the transition, the need for the elected government to consolidate participatory actions and structures in all direct and indirect administration bodies was also highlighted, with the aim of building democratic public policies and mediating conflicts. Thus, President Lula must also create the Interministerial Social Participation System, establishing in each ministry a Social Participation and Diversity Office. The system will be coordinated by the General Secretariat of the Presidency.
